Blinded coding reliability
Two fresh, outcome-blinded passes agreed on substrate for 399/422 (94.5%; κ = 0.9004) and on evidence dependency for 373/422 (88.4%; κ = 0.8284). A third blinded pass adjudicated all 68 rows with a disagreement on either axis.

Interpretation
Governance/process proposals comprised 208/422 of the generated universe. In Experiment 6, the exploratory governance-versus-other partner-lane table was [[17, 98], [15, 110]] (odds ratio 1.2721; two-sided Fisher p = 0.571924). This is descriptive: the partner lane was defined partly by unavailable operational evidence, so the association cannot establish that governance transfers are intrinsically better or worse.
The main value of the analysis is diagnostic. It separates a proposal-generation mix from conditional survival within that mix and makes visible where the pipeline repeatedly encounters private operational, laboratory, or field evidence requirements. Small strict counts, purposive domains, and post-hoc coding do not support a universal proposal-type ranking.
