The risk that a force's own friend-or-foe classification mechanism misfires and its engagement rule fires on a friendly — harm that is symmetric and non-recoverable, so the only leverage is preventive, at the identification layer, never at the trigger-puller.

Blue-on-blue risk — fratricide, friendly fire — is the risk that an actor inside a coordinated force damages another inside the same force because the friend-or-foe classification mechanism misfires, under-produces signal, or is overridden by tempo, fear, or workload. Its architecture: a force near threats, a classification mechanism (IFF, callsigns, grid cross-checks), an engagement rule conditioned on it, and the failure event. Harm is symmetric and non-recoverable — the defending weapon destroys the friendly.

Clarity¶
Naming blue-on-blue isolates a pathway two adjacent categories swallow: it is not collateral damage (harm falls on own-force) and not a botched engagement (the rule fires exactly as designed, on a wrong classification). It relocates responsibility from the trigger-puller's discipline to the classification-and-deconfliction layer. It also makes two features inescapable — symmetric, non-recoverable harm forces prevention, and the time-pressure trade forces the design question of whether verifying identity costs more than an unverified shot.
