Core Idea¶

Civic lottery is a sortition procedure that randomly selects citizens for public office, deliberative bodies, or civic duties from an eligible population. ^[1]

A civic lottery selects people at random—often through stratified sampling and invitation—from a defined civic population to serve in an office, assembly, jury-like body, or deliberative process. Its legitimacy claim rests on an auditable selection frame and equal or calibrated chances, not on election, appointment, or an informally 'representative' volunteer group.

Its operative boundary is not supplied by the name alone. Preserve this identity: A sortition procedure that randomly selects citizens for public office, deliberative bodies, or civic duties from an eligible population. Validity boundary: Selection must use a defensible random or lottery mechanism over an eligible civic pool, with rules for representation and service obligations. What It Is Not¶

Not an election. Selection chances do not depend on receiving votes.
Not open self-selection. Volunteers alone are not randomly drawn from a defined population.
Not a convenience focus group. A civic lottery carries an explicit public mandate and selection design.
Not perfect descriptive representation. Random or stratified draws retain sampling and nonresponse error.
Not random policy choice. People are selected randomly; their deliberative decisions need not be random.

Scope of Application¶

The abstraction recurs literally within citizens' assemblies, deliberative panels, civic juries, oversight bodies, and public duties constituted through sortition. The following habitats preserve the same recognition machinery; they are not invitations to extend the name metaphorically.

Clarity¶

Publish the target population, frame coverage, draw code or procedure, strata, invitation response, replacement rules, accessibility support, mandate, and decision authority. 'Randomly selected' is incomplete when recruitment and attrition reshape the final group.

A practical identification audit begins with the typed roles rather than the title: establish the civic population, verify the sampling frame, then test the remaining conditions and exclusions. If the case retains only the portable skeleton described below, it should be named through a parent abstraction rather than as Civic lottery.

Manages Complexity¶

The lottery converts a large population into a bounded civic body while making selection power auditable. Stratification, compensation, and facilitation manage participation inequality without turning the body into an appointed stakeholder committee.

The compression remains accountable because each simplification has a named failure condition. Disagreement can be localized to a missing role, an invalid assumption, an ambiguous measurement, or a neighboring abstraction instead of being hidden inside an unanalyzed label.

The term transfers among public-selection institutions with literal random citizen selection. Randomization and selection are parents; lotteries for money or randomized policy allocation lack the civic mandate.

The transfer boundary is explicit: DOMAIN-SPECIFIC PASS / PRIME FAIL: The procedure recurs in juries, citizens' assemblies, panels, and other public-service selections across jurisdictions. Literal recognition retains the specialist vocabulary and validity conditions of democratic governance and public-service selection; outside that setting only broader parent operations transfer. The safe move beyond the home habitat is to carry the applicable parent relation and leave the specialist name behind unless every defining role remains literal.
