Commander's-Intent Ambiguity¶
Locate incoherent decentralized execution in the purpose artefact one level up: when delegated subordinates must re-derive action under changed conditions but the intent statement is too imprecise to disambiguate their choice, locally rational actions aggregate into globally incoherent outcomes.
Core Idea¶
Commander's-intent ambiguity is the failure mode of a decentralised execution system in which subordinates have been delegated authority to act independently when conditions change, but the higher-level purpose statement they are supposed to reason from — the commander's intent — is specified at a level of precision too low to determine what the correct action is in the unscripted situations they actually encounter. The failure matters specifically because mission-command (Auftragstaktik) organisations are designed around the premise that no plan survives contact with reality: when the original orders become invalid, subordinates must re-derive the right course of action from first principles, and the instrument they re-derive from is the intent statement. An intent statement that specifies tasks ("secure the route network") rather than purpose ("deny the adversary the ability to reposition forces during the 72-hour window") leaves the subordinate able to execute the tasks while inadvertently defeating the purpose — locally rational action aggregating into globally incoherent outcomes.
The structural coupling is precise: the informational demand placed on the intent artefact rises with delegation depth. In a centralised organisation with tight upward reporting, subordinates check in when surprised and the intent statement needs only to orient general direction. In a deeply decentralised mission-command organisation operating under communication degradation or fast-moving contact, the intent statement must be precise enough to disambiguate the subordinate's decision in every plausible changed-condition scenario without upward consultation. A common failure is to import the delegation half of mission-command without the intent-precision half: authority is pushed down, but the purpose artefact given to the subordinates is written at a specificity appropriate for centralised command, and the result is distributed authority without distributed coherence. Adjacent units acting on different readings of the same ambiguous intent pursue conflicting subordinate objectives; the after-action finding is not that subordinates exercised poor initiative but that the intent statement did not anchor which choices were out of scope.
The pattern appears across all decentralised execution architectures that face unscripted conditions: military mission-command doctrine (codified in US ADP 6-0 and NATO mission-command publications); the Incident Command System, which requires explicit operational-period objectives precisely because Katrina and Deepwater Horizon revealed what ambiguous objectives across multi-agency responses produce; corporate strategy under business-unit autonomy, where vague strategic priorities generate divisional moves that are locally rational and globally self-defeating; and public-policy implementation, where front-line agencies with discretion under underspecified statutes produce enforcement inconsistencies that are the structural consequence of underspecified intent rather than individual misjudgement.

What It Is Not¶
- Not a subordinate discipline or initiative failure. When a unit pursues the wrong objective under changed conditions, the fault is not poor initiative but a defect one level up: if the subordinate's choice was locally rational given the intent handed down, the intent artefact failed to anchor that choice as out of scope. The intervention target is the purpose statement, not the subordinate's conduct.
- Not a principal-agent problem. It bites even when interests are perfectly aligned — there is no incentive misalignment, only a purpose statement too imprecise to disambiguate the subordinate's decision. Incentives will not fix it, because the gap is informational, not motivational.
- Not a coordination problem. It lives in the vertical purpose-transmission channel (higher-to-lower), not in horizontal equilibrium selection among peers. Inter-unit negotiation will not fix it; the lever is the wording of purpose, not lateral coordination.
- Not goal displacement. Goal displacement is drift over time toward proxy measures; commander's-intent ambiguity is the original purpose being underspecified from the start, so a subordinate re-deriving under surprise cannot recover the intended end. One is erosion over time, the other a precision gap at the outset.
- Not the delegation of authority itself. Pushing decision rights down (
authority_delegation_under_uncertainty) is a separate choice; this concerns the purpose-anchor that guides how that delegated authority is used once conditions change. The failure is importing the delegation half of mission-command without the intent-precision half. - Not curable by more specific tasks. The missing ingredient is purpose, not task detail: an intent that over-specifies a task ("secure the route network") rather than the purpose ("deny the adversary repositioning") lets subordinates execute the task while defeating the end. Adding task specificity can deepen the failure; stating purpose is the fix.
Scope of Application¶
Commander's-intent ambiguity lives across the strategy-and-decentralized-operations subfields whose architectures delegate authority for action under unscripted conditions; its reach is bounded by that structure — delegated authority plus a purpose artefact that must disambiguate decisions without upward consultation. The substrate-general kernel (precision must scale with delegation depth) travels under goal_specification and authority_delegation_under_uncertainty, not under the "commander's intent" idiom, so it stays out of this map.
- Military mission-command doctrine — the named home: ADP 6-0, German Auftragstaktik, and NATO publications, where the commander's intent is the artefact and its precision the named diagnostic.

Clarity¶
The naming reverses the direction in which an after-action review looks for the fault. A unit that pursued the wrong objective under changed conditions reads, from above, as a discipline problem — subordinates who exercised poor initiative or went off-script. Commander's-intent ambiguity reframes that finding as a design problem located one level up: if the subordinate's choice was locally rational given the intent he was handed, the failure is in the intent artefact, which did not anchor that choice as out of scope. The intervention target moves from the subordinate's behaviour to the higher-level purpose statement, and "the squad pursued the wrong objective" routes upward into "the intent did not specify which objectives were defeating the purpose."
It also makes the precision–delegation coupling something a commander can actually reason about, turning a vague worry about clarity into a measurable demand on the artefact. The sharp question becomes: in how many of the plausible changed-condition futures does this intent statement uniquely determine the subordinate's correct action? Where it does for nearly all of them, the delegation is safe; where it does not, the choice is forced — either sharpen the intent or reserve that decision at the higher level. The pathologies of decentralised execution, enumerated, look like a scattered list of distinct breakdowns: subordinates exercising initiative in locally rational but globally incoherent ways; adjacent units acting on divergent readings and pursuing conflicting objectives; a unit falling back to the literal text of orders that changed conditions have already invalidated; another unit paralysed, waiting on a clarification that communication degradation will not deliver. An after-action analyst confronting any one of these could chase it as its own disciplinary or training fault, multiplying remedies. Commander's-intent ambiguity collapses that list by asserting that every item is the same single defect viewed from a different angle — the purpose artefact the subordinate must re-derive from is specified below the precision the situation demands — so the analyst stops cataloguing behaviours and instead inspects one object, the intent statement, and asks whether it anchors the choices that went wrong. The whole spread of decentralisation failures becomes one diagnosis with one intervention family aimed at one artefact: sharpen the intent, state purpose rather than tasks, name the dependency the higher echelon places on this unit, rehearse derivation under changed conditions.
The compression is precise because the concept supplies the exact variable that governs the failure: the informational demand on the intent artefact scales with delegation depth, and the quantity an analyst tracks is how many of the plausible changed-condition futures the statement uniquely disambiguates. That yields a clean branch structure. The foundational move is measuring an intent artefact against a scenario space. Rather than asking vaguely whether an intent statement is "clear," the commander asks a quantitative question: in how many of the plausible changed-condition futures does this statement uniquely determine the subordinate's correct action? The reasoning runs from that coverage count to a verdict — where the intent disambiguates nearly all such futures the delegation is safe, and where it does not the choice is forced (sharpen the intent or reserve the under-determined decision at the higher level). This converts an open-ended worry about clarity into a measurable demand on a single artefact relative to the situations the subordinate will actually face.
A second move is upward fault-relocation in after-action diagnosis. Confronted with a unit that pursued the wrong objective under changed conditions, the analyst reasons from the local rationality of the subordinate's choice to the location of the defect: if the action was the locally correct read given the intent handed down, the fault lies not in the subordinate's conduct but in the intent artefact one level up, which failed to anchor that objective as out of scope. The name is military (and the ICS/corporate doctrines that borrowed it); outside those it appears as "underspecified goals," "vague mandate," "unclear strategy," or "ambiguity in delegation." Stripped of the doctrine vocabulary, the construct is decentralized goal under-specification, a sub-case of a goal_specification pattern composed with authority_delegation_under_uncertainty and subsidiarity — and the genuinely substrate-independent kernel it contributes is the specific coupling claim: the precision required of a purpose statement must scale with the depth of delegated authority, or distributed authority arrives without distributed coherence. So when the cross-domain lesson is wanted, it should carry that coupling and those parents, not "commander's-intent ambiguity" as named. Examples¶
Canonical¶
The Charge of the Light Brigade at Balaclava (25 October 1854) is the textbook instance. Lord Raglan, watching from the heights and seeing Russians about to haul away captured British guns from redoubts, sent a written order to his cavalry: "advance rapidly to the front… and try to prevent the Enemy carrying away the guns." From Raglan's vantage the intended guns were obvious; from the valley floor, where the cavalry sat, no such guns were visible — only a Russian battery at the far end of a different valley. Lords Lucan and Cardigan, unable to see what Raglan meant and with no way to clarify in time, read "the guns" as that distant battery and led the Light Brigade in a frontal charge straight into it. Of the roughly six hundred who rode, a devastating fraction were killed or wounded. Each command echelon acted rationally on the order as it could read it; the order did not fix which guns.
Mapped back: Raglan's written order is the intent artefact, and Lucan and Cardigan are the delegated subordinates who had to act without upward consultation. "Prevent the enemy carrying away the guns" carried a fatal task-versus-purpose gap and low precision of intent — it did not disambiguate which guns. The catastrophic charge is the incoherence failure mode, and the doctrine's verdict places the fault at the upward fault location: the wording, not the cavalry's courage.
Applied / In Practice¶
The Incident Command System institutionalizes the fix by mandating explicit, written operational-period objectives. Large multi-agency emergencies — the response to Hurricane Katrina in 2005, the Deepwater Horizon oil spill in 2010 — exposed what happens when federal, state, local, and private responders operate from vague or conflicting notions of the overall goal: duplicated effort, gaps, and units working at cross purposes. Modern ICS requires the incident commander to publish specific objectives for each operational period, so that dispersed responders re-deriving action in the field share a precise, common statement of purpose rather than improvising from an ambiguous mandate. The reform pushed authority down to field teams while deliberately raising the precision of the purpose artefact they act from.
Mapped back: The multi-agency response is the decentralized execution architecture, and mandated operational-period objectives are the artefact-targeted intervention — sharpening the precision of intent so field teams do not act on divergent readings. Adopting this after Katrina and Deepwater Horizon is a direct answer to the precision–delegation coupling: as authority is distributed across agencies, the purpose statement must be made precise enough to keep their independent actions coherent.
Structural Tensions¶
T1: Precision versus adaptive initiative (the fix that can defeat the system). The coupling says required intent precision rises with delegation depth, and the prescribed lever is to sharpen the intent until it disambiguates the subordinate's choice across the plausible changed-condition futures. But precision pursued far enough collapses into over-specification: an intent that uniquely determines action in every scenario is just a detailed plan, and mission-command exists precisely because no plan survives contact — its value is the subordinate's adaptive re-derivation under surprise. So the remedy for ambiguity, pushed too hard, forfeits the initiative and flexibility delegation was meant to unlock, re-centralizing the system through the back door. The right intent is not the most precise one but one anchoring the choices that matter while leaving room to adapt, and that balance is a genuine tension, not a maximization. Diagnostic: Is the intent precise enough to anchor the decisions that would otherwise fragment execution, or so precise that it scripts the subordinate and forfeits the adaptive initiative delegation was meant to enable?
T2: Purpose versus task (stating the end, and its own under-constraint). The concept's task-versus-purpose discrimination is sharp: an intent naming a task ("secure the route network") lets a subordinate execute it while defeating the end, whereas naming the purpose ("deny the adversary the ability to reposition") steers re-derivation toward what the operation actually depends on, so adding task specificity can deepen the failure while stating purpose is the fix. But purpose alone carries its own failure mode: an abstract end without any task-level or boundary grounding can under-constrain a subordinate who lacks the concrete footing to act fast, or who re-derives a locally clever action that technically serves the stated purpose while violating unstated constraints (rules of engagement, an adjacent unit's plan). Purpose and task are not simply better-and-worse; each under-determines differently, and a usable intent usually needs the end and the bounds. Diagnostic: Does the intent give a purpose the subordinate can re-derive from and enough boundary to keep that re-derivation in scope, or does purpose-only leave the action under-constrained in a new way?
T3: Upward fault-relocation versus subordinate accountability (the reframe that can excuse). The diagnostic's power is relocating the fault from the subordinate's conduct to the intent artefact one level up: if the action was locally rational given the intent handed down, the wording, not the initiative, failed. This correctly redirects the fix to the purpose statement. But the relocation can over-exonerate, because some failures genuinely are poor judgment, a misread of an adequate intent, or a failure to seek clarification when it was in fact available — and mission-command depends on subordinates exercising good judgment, which a blanket "the intent was ambiguous" verdict erodes. The reframe that rightly stops the reflexive discipline-blame can also dissolve the accountability and judgment-development the doctrine requires. Diagnostic: Was the subordinate's action locally rational given a genuinely under-precise intent (fault upward), or a misread or poor-judgment failure against an intent that adequately anchored the choice (fault at the subordinate)?
T4: The measurable demand versus the unforeseeable future (anticipating what cannot be anticipated). The concept operationalizes clarity as a coverage count: in how many plausible changed-condition futures does this intent uniquely determine the right action? This turns a vague worry into a measurable demand on the artefact. But the demand presupposes an enumerable scenario space, while the doctrine's own founding premise is that no plan survives contact — the situations that most require re-derivation are precisely the unforeseen ones the intent could not have been tuned to. An intent optimized against the futures a commander could imagine may fail the genuinely novel case, which is the case delegation was most needed for. The very unpredictability that justifies decentralization is what bounds the commander's ability to write an intent precise across the futures that matter. Diagnostic: Is the intent's precision being judged against a foreseeable scenario set, when the situations that most demand re-derivation are the unforeseeable ones no intent could have been tuned to in advance?
T5: Autonomy versus reduction (the doctrinal construct versus its goal-specification parents). The composition is irreducible: the failure is not delegation alone nor under-specification alone but their mismatch, so no single parent reconstructs it. That composed skeleton is genuinely substrate-portable, which is why it recurs wherever decentralized actors must act on an under-precise purpose. But this is the core the construct shares, not what makes it commander's-intent ambiguity.
What is domain-bound. Everything that makes the concept commander's-intent ambiguity in particular is command-doctrine furniture that does not survive extraction. The named commander's intent artefact; the mission-command / Auftragstaktik setting with its founding premise that no plan survives contact; the after-action diagnostic vocabulary that relocates fault up the vertical purpose-transmission channel; and the doctrinal intervention of training intent-writing as a distinct skill. The decisive test: carry the concept outside command architectures and it renames every component — the same mechanism appears as "underspecified goals," "vague mandate," "unclear strategy," or "ambiguity in delegation," and the "commander's intent" idiom does not travel with it. Principal–agent problem. A failure of incentive alignment: an agent with different interests from the principal acts in its own interest, and monitoring or incentive contracts are the fix.
