Core Idea

Concept creep is the expansion of harm- or pathology-related concepts beyond their earlier extensions. Horizontal creep includes qualitatively new kinds of cases: a concept comes to cover phenomena unlike the original prototype. Vertical creep lowers the severity threshold: milder cases of the same general kind enter the category. Haslam developed the distinction through histories of concepts such as abuse, bullying, trauma, mental disorder, addiction, and prejudice.[1]

The term describes a direction and structure of conceptual change, not by itself an error. Expansion may recognize neglected suffering and widen protection; it may also reduce discrimination among levels or kinds of harm, inflate prevalence, encourage overpathologization, or generate institutional mismatch. The normative judgment depends on evidence, purpose, consequences, and whether subcategories preserve useful distinctions.

The recognition invariant is harm/pathology concept + earlier extension or threshold + later broader extension + horizontal and/or vertical expansion + identifiable linguistic/institutional pathway + consequences assessed separately from the semantic observation.

Structural Signature

  • Target concept: term centrally associated with harm, threat, pathology, deviance, or victimization.
  • Baseline extension: documented earlier criteria, prototypes, thresholds, or usage distribution.
  • Expanded extension: later usage includes additional cases.
  • Horizontal branch: qualitatively different phenomena enter the category.
  • Vertical branch: less severe/intense phenomena enter the category.
  • Boundary agents: researchers, clinicians, activists, institutions, media, law, or everyday speakers.
  • Transmission channel: diagnostic manuals, policy, scholarship, journalism, social platforms, education, or practice.
  • Sensitivity tradeoff: more cases detected, with possible decline in specificity or severity discrimination.
  • Feedback: new classifications alter reporting, attention, identities, services, and future usage.
  • Normative evaluation: benefits and costs evaluated rather than assumed.
  • Comparison evidence: corpus, dictionary, policy, survey, vignette, or historical analysis.

What It Is Not

It is not every semantic shift. A term can narrow, become metaphorical, change reference, or acquire an unrelated sense without expanding a harm concept. It is not ordinary polysemy unless the relevant sense itself broadens. It is not simply hyperbole: exaggerated use may contribute, but institutionalized category expansion can occur without rhetorical exaggeration.

It is not proof that newer cases are harmless, that complainants are insincere, or that a culture has become uniquely fragile. Nor does the concept belong inherently to one political orientation. Empirical work finds that people across ideological groups may use broader concepts in domains salient to their own values.[2]

Scope of Application

Research examines psychological, psychiatric, moral, legal-adjacent, and public concepts including trauma, addiction, prejudice, bullying, abuse, harassment, safety, and disorder. Methods include historical definition comparison, text corpora, expert coding, vignette-based boundary judgments, individual-difference scales, and cross-group comparisons.[3]

The construct is most informative when a baseline and later extension can be evidenced. Anecdotes about one contested usage do not establish population-level semantic change. Different communities may maintain distinct extensions at the same time, so analysis should specify period, institution, audience, and context.

Clarity

Horizontal and vertical expansion can co-occur but must be distinguished. Calling indirect exclusion “bullying” might be horizontal if the older prototype required direct aggression; calling a minor one-time insult bullying might be vertical if it lowers severity or repetition thresholds. The classification depends on the documented baseline.

Extension, prevalence, and incidence also differ. If diagnostic criteria broaden, measured prevalence can rise even when underlying experiences do not. If experiences become more common while definitions stay fixed, that is prevalence change, not concept creep. Increased reporting can reflect awareness rather than either process.

Manages Complexity

The two-axis framework makes diffuse arguments about “words changing” testable. It asks which cases moved across a boundary and whether the movement concerns kind or degree. Separating descriptive expansion from normative assessment prevents disagreement over consequences from obscuring agreement about semantic history.

Yet a binary in/out model can oversimplify graded, prototype-based concepts. Subtypes, severity scales, context clauses, and professional versus colloquial registers may preserve precision even as a superordinate category expands. Analysts should examine internal differentiation, not only outer extension.

Abstract Reasoning

  1. Select a target concept and define the community, register, and time span.
  2. Reconstruct the earlier extension from manuals, corpora, dictionaries, policies, or judgments.
  3. Measure later extension with comparable evidence.
  4. Identify newly included cases and classify change as horizontal, vertical, or both.
  5. Rule out simple prevalence, reporting, sampling, or measurement changes.
  6. Trace candidate transmission mechanisms without assuming a single cause.
  7. Examine whether subcategories or severity qualifiers preserve discrimination.
  8. Estimate effects on recognition, protection, stigma, identity, resources, and communication.
  9. Compare ideological and institutional contexts.
  10. State descriptive and normative conclusions separately.

Knowledge Transfer

The general lesson is that category boundaries respond to moral attention, institutions, and feedback from classification. Monitoring both coverage and discrimination is useful whenever a protective concept expands.

The proposed immediate parent is Semantic Narrowing and Widening. Concept creep is a harm-centered, psychologically theorized specialization with a horizontal/vertical taxonomy and an empirical cultural-dynamics program.[4]

Examples

Vertical expansion. A term formerly reserved for severe, enduring disturbance begins to cover short-lived, mild distress. Whether this improves early help or pathologizes normal variation is a separate question.

Horizontal expansion. A concept defined around physical acts comes to include relational, emotional, structural, or indirect forms. The new cases differ in kind from the old prototype.

Non-example. A disease becomes more common while its diagnostic definition remains unchanged; this is epidemiological change, not semantic expansion.

The portable core is category-boundary expansion. Harm and pathology vocabularies, moral sensitivity, diagnostic institutions, cultural transmission, and concept-breadth judgment are constitutive domain accent, so the abstraction is domain-specific.
