A good judged to be overconsumed because consumers undervalue harms to themselves, motivating paternalistic taxation, regulation, or information policy.

Demerit-good analysis attributes a wedge between private choice and assessed individual welfare to imperfect information, bounded rationality, addiction, or disputed social judgments rather than only harms imposed on third parties. A merit judgment or behavioral model revalues consumption below observed willingness to pay, supplying a rationale for interventions intended to internalize self-directed costs.
