Elder Index¶
A county-level benchmark estimating the income older U.S. adults need to meet basic housing, food, health-care, transportation and household expenses without assistance.
Core Idea¶
The Elder Index measures economic security through a locally priced basic-needs budget rather than poverty-line income alone.[1] Standard consumption assumptions are combined with county cost data and household scenarios to calculate the threshold required for independent living. The abstraction is therefore identified by a declared carrier, a transformation or constraint over that carrier, and an invariant that tells an analyst whether the named structure is genuinely present.
The load-bearing residual is not the broad topic of social policy measurement. - It is not an unrestricted metaphor for any process that seems similar. Outside social policy measurement, the vocabulary and validity conditions do not transfer literally.
Scope of Application¶
Elder Index belongs to social policy measurement and is useful where the analyst can specify an older-adult household type, county, housing tenure, basic-needs basket, local prices, health costs and annual income threshold, then evaluate the basket, geography, household composition and price year are explicit and the index is not interpreted as actual spending for every person.
