Environmental Justice¶
Evaluate an environmental decision by mapping who bears its harms and who reaps its benefits across a socially-partitioned population, then judging that distribution against distributive, procedural, and recognition standards of justice.
Core Idea¶
Environmental justice evaluates environmental decisions by the distribution of harms and benefits across populations. It runs a fixed four-part decomposition: partition the affected population along social or geographic lines, identify the environmental flow (pollution, heat, flood risk, ecosystem access), measure how that flow distributes across subgroups, then judge the distribution against a normative standard. Its empirical record shows harms systematically concentrated on disadvantaged communities.
Scope of Application¶
Environmental justice lives across the subfields of environmental policy, bounded by its empirical record of over-burdening and the permitting-and-siting machinery its aggregation rule reshaped.

Clarity¶
The framework splits the single complaint "this decision is unfair to this community" into three distinct injustices: distributional (who is exposed, who benefits), procedural (who had voice in the decision), and recognition (whose categories of harm even count). Keeping these separate is load-bearing, because a community can be wronged on one axis while well-served on another, and each defect demands a different remedy.
Manages Complexity¶
Raw environmental grievances are a thicket of poisoning, exclusion, and invisibility scattered across landfills, pipelines, and highways. The framework compresses that thicket into four ordered slots — partition, flow, distribution, evaluation — so characterizing any decision's justice reduces to filling the same slots. The cumulative-impact rule further resets the unit from the single sub-threshold permit to the community's total converging burden.
Abstract Reasoning¶
The framework's signature move is axis-decomposition: splitting a fused injustice into distributional, procedural, and recognition questions, each routed to its matched remedy. It also unmasks an efficiency verdict as an answer to a different question, and applies cumulative-impact aggregation to reset the boundary of analysis. A fourth move predicts maldistribution downstream from procedural exclusion, turning the framework into a predictive screen.
