Evacuation Shadow¶
The phenomenon in which people outside the official evacuation zone choose to evacuate anyway, overloading routes and shelters planned only for the targeted population — because a permeable signal reaches beyond the boundary and each household acts on its own risk calculus.

Clarity¶
Naming the evacuation shadow reframes what planners read as public panic into a rational receiver-side response to a signal that could never be contained at the boundary. That changes the intervention space: the lever is not "tell people to stay calm" but the design of the signal carrier. The load-bearing distinction is hazard zone versus behavioural zone — what the model says is at risk versus what the population does — and holding them apart makes shadow population a modelled quantity rather than a surprise.
