Core Idea

Exaggerated expectation is the recurring pattern in human prospective judgment whereby anticipated quantities — intensity of future feelings, duration of emotional states, magnitude of outcomes, likelihood of events — are systematically displaced from what actually obtains, with the displacement persisting as a stable signed offset across repeated instances and despite feedback. The defining characteristic is that the expectation-realization gap is not random noise but directional: the same individuals and populations, across the same classes of events, consistently over- or underestimate in the same direction. Canonical sub-cases include impact bias (Wilson and Gilbert's programme showing people overestimate both the intensity and duration of emotional reactions to future events), the planning fallacy (Kahneman and Tversky's finding that individuals and teams underestimate time and cost for their own projects even when they accurately estimate comparable projects carried out by others), and affective forecasting error more broadly. The mechanisms are substrate-specific features of human prospective cognition: focalism (attending narrowly to the event while ignoring the surrounding stream of life that will dilute its impact), hot-cold empathy gaps (forecasting from a current emotional state that differs from the future one), projection of current preferences onto a future self that will hold different preferences, and neglect of base-rate outcomes in favour of inside-view scenario construction. What makes the pattern a coherent category rather than an arbitrary collection is that the expectation-realization gap is measurable as a third quantity distinct from both the prediction and the outcome, is systematically signed rather than symmetric, and recurs across domains (money, health, social outcomes, task completion) within the human forecasting substrate.

What It Is Not

  • Not random forecasting noise. Noise is symmetric and washes out across instances; this gap recurs in the same direction for the same person and class of events and survives feedback.   • Not the verdict "the forecast was wrong." The analytic object is not the prediction but the expectation-realization gap, a third measurable quantity sitting between prediction and outcome. Exaggerated expectation lives across the prospective-judgment subfields of the cognitive and behavioral sciences; its reach is within that domain, wherever a human forecaster predicts a future quantity and the prediction is later checked against the outcome. The bare signed gap can be measured for any estimator, but the named mechanisms (focalism, empathy gaps, projection onto a future self) are features of human anticipation — the lesson "forecasts run off in a fixed direction" belongs to the parent bias, not here.

  • Affective-forecasting research — the home subfield (Wilson and Gilbert): people overestimate both the intensity and the duration of their future emotional reactions to events.

That is what separates exaggerated expectation from ordinary forecasting noise: noise is symmetric and washes out across instances, whereas this gap recurs in the same direction for the same person and the same class of events, and survives feedback. A one-off miss, a symmetric error that washes out across instances, or a forecast whose displacement has no stable sign falls outside — it is noise, not exaggerated expectation, and the signed-mechanism reasoning does not apply. Canonical

Roger Buehler, Dale Griffin, and Michael Ross (1994) asked psychology students to predict when they would submit their honors thesis. Their average "most likely" estimate was about 34 days; the actual average was closer to 55 days, and only around 30% of students finished by the time they had predicted. Strikingly, when asked for a worst-case estimate assuming "everything went as poorly as it possibly could," the average was still under the eventual actual completion time. Yet the same students accurately estimated how long comparable tasks would take other people. The miss was not random: it was under-prediction of one's own completion, in a fixed direction, recurring across students — the planning fallacy, a canonical exaggerated-expectation sub-case.

Mapped back: The ~34-day estimate is the prediction and the ~55-day reality the realized outcome; their difference is the expectation-realization gap, and that it runs the same way for nearly everyone is the stable sign. Applied / In Practice

Bent Flyvbjerg's research on large infrastructure projects found systematic, one-directional cost and schedule under-estimation — rail, bridge, and tunnel projects running far over budget with a stability that ruled out chance. Following exactly the reference-class-forecasting remedy, the UK Treasury's Green Book and Department for Transport now require planners to correct optimism bias by adjusting estimates using the distribution of outcomes from a reference class of comparable completed projects, and to apply empirically derived "optimism bias uplifts" to early cost figures. Rather than trust the inside-view plan for a given project, the guidance forces the outside view — precisely the lever the planning-fallacy signature identifies, since the base-rate information from past projects is available and merely unused. The correction is now embedded in public appraisal policy.

Mapped back: The persistent cost overruns are the expectation-realization gap carrying the stable sign (always under-estimated), traced to inside-view base-rate neglect — the upstream mechanism. Structural Tensions

T1: Stable sign versus symmetric noise (a boundary that needs instances to draw). The whole category rests on distinguishing a systematically signed offset from washing-out noise — a single miss, or an error that averages to zero across instances, is not exaggerated expectation and the signed-mechanism reasoning does not apply. But establishing that a gap carries a stable sign requires enough repeated instances in the same class for the same forecaster; early on, a genuine directional defect is indistinguishable from a run of noise, and a run of noise can spuriously look signed. On evaluative weight it is mildly charged: a "signed gap that points to a defect in the forecasting machinery" is a diagnosis of systematic error, not a value-free description like "diffusion," so the category leans framed — but the charge is analytical (a forecast is miscalibrated) rather than a normative conviction of a person, so it is far milder than a fallacy verdict.
