Fusion of Powers¶
A constitutional arrangement in which branches, especially legislature and executive, are institutionally integrated rather than strictly separated.
Core Idea¶
Fusion of powers describes constitutions where legislature and executive are not independently constituted rivals. In parliamentary systems, ministers are commonly drawn from the legislature and the government remains in office only while it holds legislative confidence. Personnel overlap and survival dependence integrate lawmaking and governing authority.
Fusion is partial rather than total. Parliaments can scrutinize and defeat governments, legislative and executive functions remain legally distinct, and courts are ordinarily separated. The concept contrasts with presidential separation of powers, but it does not imply absence of checks, conflict, bicameralism, federalism, opposition, or judicial review.

What It Is Not¶
- It is not abolition of every branch distinction.
- It is not the same as dictatorship or unchecked power.
- It is not ordinary cooperation between separately elected branches.
- It is not fusion of the judiciary with political branches in typical modern parliamentary systems.
- Closest near-miss. Checks and balances can exist inside either fusion or separation; the distinction concerns institutional origin and dependence, not absence of all restraint.
Scope of Application¶
- Parliamentary government. Cabinet formation and confidence connect branches.
- Constitutional comparison. Parliamentary and presidential systems are contrasted.
- Responsible government. Ministers answer politically to the legislature.
- Legislative oversight. Party cohesion and committee design shape scrutiny under fusion.
Clarity¶
State constitution, appointment and dismissal rules, legislative membership, confidence mechanism, party system, judicial status, and whether the claim concerns legal powers or political control. Avoid binary labels when semi-presidential or hybrid arrangements divide executive authority.
Manages Complexity¶
Fusion compresses many constitutional relations into one contrast with separation. It explains executive–legislative coordination but can hide upper chambers, heads of state, courts, federal units, parties, and conventions. Real systems occupy several dimensions rather than one scale.
