Goals–Plans–Action Theory¶
A communication-theory family in which a primary interaction goal activates planning, secondary identity, interaction, resource, and arousal concerns shape the plan, and an adapted message is enacted as intentional communicative action.
Core Idea¶
Goals–Plans–Action (GPA) theory is a family of communication theories about how people produce intentional messages. A person enters or defines an interaction through a primary, instrumental, or influence goal: the outcome that makes this episode the kind of episode it is, such as requesting help, giving advice, changing another person's opinion, protecting a right, apologizing, or intervening in risky behavior. At the same time, secondary goals express standing concerns about identity, the interaction, personal resources, relational resources, and arousal. These secondary concerns do not simply add more desired outcomes. They shape, restrain, or refine how directly, politely, elaborately, and persistently the primary goal can be pursued.
Scope of Application¶
The home domain is interpersonal message production, especially influence attempts in which one person seeks a change in another person's behavior, belief, permission, participation, or relationship. The foundational work studied how primary and secondary goals are associated with planning effort and message properties. Subsequent research treats “goals–plan–action” as a family rather than one closed equation, and later summaries extend the core beyond compliance gaining to a broader range of communicative functions.
Clarity¶
A practical recognition test asks:
- What primary goal defines the episode from the communicator's point of view? 2. Which secondary identity, interaction, resource, relational, or arousal concerns are active? 3. What plan or plan hierarchy connects that goal structure to a message? 4. Is the plan retrieved and adapted from a familiar template, or constructed more substantially? 5. What verbal or nonverbal action enacts it?
Manages Complexity¶
Intentional message production is a many-constraint problem. A speaker may want help while also wanting to appear competent, avoid burdening the recipient, preserve the relationship, minimize cost, and control anxiety. Without a simplifying architecture, every wording choice could be attributed to an unstructured mixture of personality, context, politeness, power, emotion, and strategy.
Abstract Reasoning¶
The model licenses several controlled inferences.
Goal-structure inference. If two speakers pursue the same instrumental outcome but choose systematically different message forms, inspect which secondary goals each treats as important before attributing the difference to random style. Relationship preservation or identity protection can explain why one plan is less direct.
Knowledge Transfer¶
The theory transfers literally across interpersonal contexts because the same roles recur while the substantive goals change. A grade conversation, a peer health intervention, a request between friends, and a difficult relationship conversation can each contain an instrumental goal, secondary identity and relationship concerns, plan selection, and enacted message. The vocabulary does not need metaphorical translation across these cases.
