GQM+Strategies¶
Link organizational goals and strategies to lower-level goals and measurement plans so evidence can test strategic alignment.
Core Idea¶
GQM+Strategies extends Goal–Question–Metric (GQM) measurement by linking high-level organizational goals, chosen strategies, lower-level operational goals and goal-specific measurement plans. Data are interpreted back up the grid to assess whether activity is advancing the intended strategy and business outcome.[^ref-1527df133300]
Scope of Application¶
The named method was developed for software-intensive organizations. It makes context factors and assumptions explicit and embeds GQM questions, metrics and interpretation plans at relevant goal levels. A bare software-metrics dashboard or baseline GQM tree without strategic links is not the same method.[ref-1527df133300][ref-bbdbf9c70134]
Clarity¶
The grid separates an organizational outcome, a proposed means of achieving it, local goals and the evidence used to assess each link. The frozen seed collapsed GQM+Strategies into baseline GQM, but the original authors distinguish the strategic extension. Manages Complexity¶
Each metric is traceable to a question, goal and strategy, helping managers distinguish locally good numbers from evidence of business progress. The grid must be maintained as assumptions, strategies and organizational context change.
Abstract Reasoning¶
State a business goal and candidate strategy, derive operational goals, record contextual assumptions, and construct GQM questions and measures for them. Interpret observed data upward. If results disappoint, identify whether the measurement, goal decomposition, strategy or assumed business link failed rather than treating all failures alike.[^ref-1527df133300]
Knowledge Transfer¶
The multi-level roles apply to different software objectives, such as reliability or release speed. The broader goal-first measurement idea travels further, but a GQM+Strategies instance specifically requires explicit strategy links and embedded measurement plans.
