Intermediate-Scale Option (the "missing middle")

Diagnose a hollowed-out middle of some continuum — building size, price tier, credential level — not as revealed preference for the extremes but as the artefact of a specific removable rule that burdened the intermediate, so the fix is to change the rule rather than serve the extremes.

Core Idea

The intermediate-scale option — named most explicitly in the "missing middle" literature of urban planning and workforce economics — is the structural pattern in which a natural continuum of options along some axis (building size, product price tier, credential level, organizational hierarchy, vehicle size, transit mode) is empirically hollowed out at intermediate positions, not by market preference for the extremes but by regulatory, institutional, or design choices that make intermediate options costly, prohibited, or economically unviable. The diagnostic signature is bimodality where the distributional split is a policy artefact rather than a preference revelation: the extremes are well-served, the middle is empty, and the emptiness was produced by a specific rule-set — a zoning ordinance, a credentialing structure, a billing-code regime, a per-customer sales-cost floor — that can in principle be changed.

The pattern's load-bearing move is to distinguish preference-revealed bimodality (the middle is empty because users genuinely want the extremes) from rule-produced bimodality (the middle is empty because a producing mechanism made it unavailable), since the two readings imply opposite interventions. Under preference-revelation, the right response is to serve the revealed preferences — build more of what people want. Notably no single name has crossed all the institutional cases below; each field reinvents the framing.

Naming the missing middle makes a single distinction legible that planners, market strategists, and policy designers chronically collapse: the difference between a bimodal distribution that reveals what users want and one that records what a rule-set made unavailable. The default reading of an empty middle is preference-revelation — consumers cluster at the extremes because they prefer the extremes, firms build single-family homes and towers because that is the demand, employers hire degree-holders and bootcamp graduates because that is the talent. The concept supplies the rival reading and, crucially, the diagnostic that decides between them: the absent intermediate is not a market signal but a policy artefact when a specific, identifiable rule — a zoning ordinance, an accreditation structure, a billing-code regime, a per-customer sales-cost floor — made the middle costly, prohibited, or unviable while leaving the extremes untouched. This matters because the two readings imply opposite interventions, and getting the reading wrong locks in the wrong response for decades. Under preference-revelation the correct move is to serve the revealed preference — build more of what the extremes want; under rule-production the correct move is to change the rule that hollowed the middle out, since the intermediate existed before the rule and could exist again if it were removed. The label also separates this case from a genuinely Pareto-optimal distribution where the middle was never viable — distinguishing a fourplex zoned out of existence from a product tier that no cost structure could ever support. Across most North American cities, residential land is dominated by two extremes: detached single-family houses and large multi-unit apartment blocks or towers. The building types that historically filled the gap — duplexes, triplexes, fourplexes, courtyard apartments, townhouses, live-work units — are largely absent from newer neighborhoods, even though they were commonplace in pre-1940 development. Parolek's diagnosis is that this gap is not what buyers preferred but what single-family-only zoning, minimum-lot-size rules, parking requirements, and density caps made illegal or unbuildable. These very types stand today in older neighborhoods, proving they were once viable, and the rules that outlaw them are removable.

Mapped back: Building size is the option axis; detached houses and towers populated with fourplexes and courtyard apartments absent is the bimodal observation. Applied / In Practice

The intervention has been deployed in real land-use policy. Minneapolis's 2040 Comprehensive Plan (adopted 2018, effective 2020) abolished single-family-only zoning citywide, permitting up to three units on any residential lot; Oregon's House Bill 2001 (2019) legalized duplexes on most single-family lots statewide and required larger cities to allow additional middle-housing types; California followed with SB 9 (2021). Each explicitly framed the empty middle as a zoning artefact and changed the rule rather than merely subsidizing the extremes, predicting that legalizing the intermediate types would let them repopulate. Early tracking has shown modest but real increases in permitted duplex and triplex projects where the rule changed, consistent with the rule-produced reading.
