Kranzberg's first law¶
Technology is neither good nor bad, nor is it neutral: an artifact's valence is not fixed by its properties, but neither is it zero, because by reshaping what is cheap, easy, or possible it takes a context-indexed position even when no actor intends it to.
Core Idea¶
Kranzberg's first law is the aphorism of historian Melvin Kranzberg (1986): "Technology is neither good nor bad; nor is it neutral." It makes one asymmetric claim: a technology's valence is neither fixed by the artifact's properties (ruling out stable "good" and "bad") nor zero (ruling out neutrality). The mechanism is that an artifact, introduced into a setting, reshapes the field of action — altering costs, enabling behaviors — so the same artifact yields opposing outcomes across contexts, as DDT did across agriculture, ecosystems, and malaria control.
Scope of Application¶
The law operates across the subfields that evaluate technology — the history-of-technology / STS home plus the policy, ethics, and environmental-history contexts that inherit its stance.

Clarity¶
The law dissolves the false trichotomy good/bad/neutral, revealing a fourth position socio-technical history actually occupies: valence is real but context-indexed, so the object of evaluation is the artifact-in-its-deployment, never the artifact alone. It separates the true claim that an artifact does not determine its outcomes from the false claim that it is therefore inert — blocking the neutrality evasion without overcorrecting into determinism.
Manages Complexity¶
The law tames a sprawl of debates, not mechanisms: without it every controversy restarts the same three-way argument. It compresses this to one standing verdict — the good/bad/neutral sort is the wrong frame — and one reusable question (in which context, at what scale, for whom, displacing what alternative). But it compresses the framing, not the variables; the predictive work lives downstream.
Abstract Reasoning¶
The law licenses diagnostic and boundary-drawing moves rather than predictive ones: detecting the neutrality evasion, disentangling non-determination from inertness, reframing the object of evaluation from artifact to deployment, and refusing to license prediction of which valence a deployment will produce.
Knowledge Transfer¶
Within technology evaluation the law transfers as a usable analytic discipline across STS, policy, ethics, and environmental history, its vocabulary and diagnostics intact. Beyond technology the portable content travels as the parent primes it instantiates — affordance, context_dependence, socio_technical_system, dual_use, unintended_consequences — which carry the lesson as mechanism; invoking the named aphorism off-substrate is analogy.
