Mitigation Neglect¶
Diagnose chronic underinvestment in prevention as a default of the accounting, not agency negligence: a concrete present cost loses period by period to immediate priorities because the avoided future harm stays invisible until an event forces the same action later at a premium.
Core Idea¶
Mitigation neglect is the risk-governance failure in which known, cost-effective actions that would reduce a future harm are not taken in advance; the system instead absorbs the harm and executes a reactive version at multiples of the planned cost. The commitment is a near-term-cost / far-term-benefit mismatch: the mitigation has a visible present cost, while its benefit is invisible probability mass over losses avoided among people not yet identified.

Mitigation neglect lives across the hazard domains of emergency management, wherever a known safeguard competes against present priorities while its prevented harm stays invisible.

Clarity¶
Naming mitigation neglect separates systematic, structural underinvestment from the episodic failure of any one agency. It blocks the search for a negligent official by noting the neglect is rarely ignorance: the threat is well-characterized and the benefit-cost ratio favourable. The sharper question shifts from "why didn't this agency act?" to "what would have to be in the accounting for prevention to win against present crises with named victims?"
Manages Complexity¶
An analyst surveying why prevention reliably fails confronts disparate cases each seeming to need its own post-mortem across unrelated hazard domains. Mitigation neglect collapses them by asserting one structural condition generates the whole family: a present cost competing period by period against an invisible future benefit. The analyst stops running per-case negligence investigations and checks a small parameter set — is the cost fixed, is the avoided harm quantified, is it salient.
Abstract Reasoning¶
The frame licenses a diagnostic move — inferring a structural accounting default rather than episodic negligence, strongest where ignorance is ruled out. It licenses an interventionist move — identifying which term is missing (fixed cost, quantified benefit, or salience) and installing the move that supplies it. And it draws boundary lines marking the regime where prevention loses versus wins, with the sharp prediction that deferral inflates rather than avoids the cost.
