Neglect of Probability¶
A judgment bias in which decision makers respond strongly to an outcome's vividness or severity while giving too little weight to changes in its likelihood, especially for emotionally charged small risks.
Core Idea¶
Probability neglect occurs when uncertain choice becomes organized around what might happen rather than how likely it is. The decision maker reacts to the outcome's image or severity but barely differentiates probabilities that should materially change expected consequences.
The construct must be identified comparatively. One cautious decision is not enough; researchers need controlled variation in probability, attention to comprehension and format, and separation from ambiguity, weighting functions, base-rate errors, and defensible non-expected-value principles.
Structural Signature¶

- Hazard outcome — Supplies the feared or desired consequence. It is outcome. Counterfactual: Severity and vividness can dominate evaluation.
- Probability information — Quantifies how likely the outcome is. It is normative input. Counterfactual: Presentation and comprehension affect use.
- Affective response — Directs attention to possibility, imagery, or dread. It is mediator. Counterfactual: Emotion need not imply irrationality by itself.
- Decision or valuation — Produces willingness to pay, anxiety, choice, or policy support. It is output. Counterfactual: Observed invariance across probabilities supports the diagnosis.
- Comparison set — Provides multiple likelihood levels for testing sensitivity. It is identification design. Counterfactual: One isolated choice cannot establish neglect reliably.
- Communication format — Frames frequencies, percentages, denominators, and reference classes. It is moderator. Counterfactual: Poor numeracy can mimic neglect.
What It Is Not¶
- It is not every mistake involving probability.
- It is not synonymous with base-rate neglect.
- It is not merely overweighting a small probability.
- Strong precaution can be rational under a declared threshold or catastrophic-loss criterion.
- Closest near-miss. Probability weighting in prospect theory can systematically overweight small probabilities while remaining sensitive to probability changes; probability neglect describes near-insensitivity or domination by the mere possibility and affective outcome.
Scope of Application¶
- Risk communication. Tests whether likelihood formats affect judgment.
- Behavioral law and policy. Examines responses to emotionally salient hazards.
- Medical decision making. Separates treatment-outcome fear from probability use.
- Behavioral economics. Models departures from likelihood-sensitive choice.

State decision, outcome severity and valence, probabilities and reference class, elicitation format, frequencies/percentages and denominators, participant numeracy, affect and imagery, incentives, prior belief and trust, ambiguity, response measure, floor/ceiling effects, normative benchmark, threshold or rights constraints, comparison conditions, statistical evidence for probability insensitivity, and alternative bias explanations.
Manages Complexity¶
Observed insensitivity can arise from attention, comprehension, mistrust, affect, nonlinear weighting, thresholds, noisy measurement, or genuine probability neglect. Extreme probabilities and bounded response scales complicate identification.

The possibility-dominates-likelihood pattern transfers across health, security, environmental, and financial risks. Experimental effect sizes and normative judgments should not transfer without matching outcome, format, population, and decision criterion.

Participants report nearly identical anxiety and willingness to pay to avoid a vivid harmful event when its stated chance falls from one in ten to one in ten thousand, while responding strongly to a more graphic description of the harm.

Applied / In Practice¶
A bettor converts odds incorrectly but doubles the stake as the stated chance rises. The arithmetic is wrong, yet probability clearly affects the decision, so this is not pure probability neglect.
