No first use¶
No first use is a state's declared bar on initiating use of a specified weapon class, whose exceptions determine whether the pledge is strict or qualified.
Core Idea¶
No first use (NFU) is an official pledge not to initiate use of a specified weapon class. Strict nuclear NFU bars first nuclear use even after a non-nuclear attack, while retaining a response after nuclear attack. A state may call its policy NFU yet state an exception that could permit nuclear use without earlier nuclear use by its opponent. That is a qualified, self-labeled variant rather than an instance of the strict rule. Scope of Application¶
China's 2010 defense white paper says no first nuclear use at any time and in any circumstances. India's 2003 Cabinet Committee statement calls its posture NFU in point (ii), but point (vi) reserves an option of nuclear retaliation after a major biological or chemical weapons attack. That exception means the India text does not impose the same strict nuclear-first-use bar. NATO's 2022 statement that nuclear-use circumstances are extremely remote is not an NFU pledge at all. Clarity¶
In China's case, the declaring state identifies nuclear weapons and prohibits initiating their use without a stated exception. In India's 2003 case, the official NFU label accompanies both a retaliation-after-nuclear-attack rule and a separate option for a named non-nuclear attack. Manages Complexity¶
The concept distinguishes a declaratory restraint, a reserved deterrent response and an audience judging credibility. It does not supply evidence that all observers believe the statement. It also differs from complete non-use, which would forgo retaliation, and from a merely remote possibility of use, which leaves the first-use option open.[^ref-b160dd81aeff]
Abstract Reasoning¶
There is a genuine choice between making a no-initiation boundary legible and retaining a threatened first-use response to severe attacks below that boundary. Knowledge Transfer¶
The sequencing test travels only when the weapon class, initiating act, response conditions and exceptions are specified. Calling a qualified policy strict NFU would erase the decisive exception. It cannot automatically be applied to all force or equated with the wider prime of deterrence.
