Hannah Arendt's metaphor for totalitarian organization as concentric layers around a leader, with each layer shielding inner power and presenting a different apparent normality to the next audience outward.
Core Idea¶
The image contrasts totalitarian layering with ordinary hierarchy or tyranny: front organizations, party members, elites and coercive organs form successively radicalized rings while the center can shift doctrine without direct exposure. Each organizational layer mediates between its neighbors, appearing normal to more external participants and revolutionary to those inside; this staged interface insulates the leader and makes contradictions locally plausible. The abstraction is therefore identified by a declared carrier, a transformation or constraint over that carrier, and an invariant that tells an analyst whether the named structure is genuinely present.
