Use facilitated, participatory modeling methods to construct a shared and revisable representation of an ill-structured problem before or alongside formal evaluation and solution choice.
Core Idea¶
Problem structuring methods are a family of operational-research approaches that help participants explore, represent, and negotiate complex or ill-structured problem situations so that commitments, options, and subsequent analysis become possible without assuming a single pre-given objective model. Facilitation externalizes differing perspectives into maps, systems models, option structures, or other shared artifacts; iterative comparison changes both the representation of the situation and participants' understanding before any narrower optimization is attempted.
Its autonomous residual is the facilitated construction of a problem representation under plural perspectives and uncertainty, not any brainstorming technique, project workshop, optimization model, or generic systems diagram.
Scope of Application¶
Problem structuring methods applies when the analyst can specify a consequential situation with multiple stakeholders, contested boundaries or values, uncertainty about objectives, and a facilitated inquiry process and establish that the method explicitly supports collective construction and revision of a problem representation where actors, boundaries, objectives, and feasible changes are initially contested or incomplete.
