Property Qualification¶
A legal eligibility rule that conditions voting, candidacy, officeholding, or another civic privilege on property ownership, occupancy, income, tax status, or a minimum asset value.
Core Idea¶
A property qualification converts an economic relation into a gate on civic eligibility. The rule names a privilege, defines what property relation counts, and sets a threshold or category that an elector, candidate, or officeholder must satisfy.
The abstraction is historically and legally specific. Similar-looking rules can use freehold, tenancy, assessed value, rent, income, or tax payment, and their effects depend on ownership patterns, valuation, jurisdiction, and period.

- Jurisdiction and period — Fix the legal authority and historical validity. It is validity frame. Counterfactual: A repealed rule cannot be treated as current.

- It is not economic inequality by itself.
- It is not every residence qualification.
- It is not identical to a poll tax.
- A historical qualification should not be reported as current law without verification.
- Closest near-miss. A poll tax conditions voting on payment; a property qualification conditions it on ownership, occupancy, income, or assessed property value, though historical systems may combine them.
