Public-Warning Fatigue¶
The emergency-communication failure in which a warning authority fires often enough, or with enough false positives, that the population habituates and discounts subsequent warnings — spending down a depletable, asymmetrically-rebuilt credibility budget.
Core Idea¶
Public-warning fatigue is the emergency-communication failure in which a warning authority issues warnings at a frequency or false-positive rate high enough that the population habituates and progressively discounts subsequent warnings, including ones that should be heeded. The authority still broadcasts and the population still receives; what is lost is the channel's credibility. The mechanism is signal erosion through over-firing, and the depletion is asymmetric — cheaply spent, expensively rebuilt — driven by accountability structures that punish misses but not false alarms.
Scope of Application¶
It lives across operational-warning communication — a channel with an institutional sender, bounded receiver attention, and controllable firing rates.
- Severe-weather warnings — over-broad tornado/flood warnings reducing shelter-taking (cry-wolf).

Clarity¶
Naming the failure separates two frames practice conflates: insufficient warning asks whether the channel is heard; warning fatigue asks whether it is still credible. They have opposite remedies, so an authority reading habituation as an audibility problem responds with more coverage — the very over-firing that deepened the fatigue. It also makes channel credibility legible as a depletable resource with an asymmetric cost, sharpening "did we warn them?" into "what is this firing costing the channel?"
Manages Complexity¶
Risk communication confronts channel failures that each look domain-specific and invite conflicting engineering fixes. Naming the failure collapses that assortment onto one state variable — the credibility budget — and one law: spent by firings without true-positive content, replenished only slowly. Whether behavior follows the next warning becomes a question of the standing balance, tracked from firing rate, false-positive rate, and accountability asymmetry, with the remedy read off the sign of the imbalance.
