Qualifications framework¶
A leveled reference structure that classifies credentials through comparable learning-outcome descriptors.
Core Idea¶
National, regional, or sectoral frameworks define levels and descriptor dimensions such as knowledge, skills, autonomy, and responsibility, then map qualifications or programs to those levels. Common outcome language translates heterogeneous awards into a progression scale, supporting recognition, articulation, quality assurance, and cross-system comparison. The abstraction is therefore identified by a declared carrier, a transformation or constraint over that carrier, and an invariant that tells an analyst whether the named structure is genuinely present.
The load-bearing residual is not the broad topic of education policy. It is the domain-specific identity determined by the jurisdiction, level count, descriptor dimensions, learning-outcome basis, qualification-mapping authority, and recognition scope are explicit.
Scope of Application¶
