Recovery Inequity¶
The disaster-management pathology in which the post-event restoration phase proceeds at systematically different speeds and end-state qualities across the affected population — because rebuilding is a distributive contest mediated by insurance, land tenure, political voice, and social capital, not a neutral reversion to baseline.

Recovery inequity is the pathology in which the restoration phase after an incident — rebuilding, reconnection, replenishment — proceeds at systematically different speeds and end-state qualities across the affected population. The acute response may have triaged equitably; the inequity emerges in the slow tail, after attention has moved on. Its structural commitment is that restoration is not neutral reversion but a resource-allocation contest mediated by insurance, land tenure, political voice, organisational capacity, and pre-event social capital.

Clarity¶
Naming recovery inequity prises apart two phases retrospectives fuse under "recovery": the acute response and the long restoration tail. It makes "the response was equitable; the recovery was not" sayable, relocating accountability to the phase where most long-run harm is decided, after scrutiny lapses. The deeper clarification is that restoration is a distributive contest mediated by a few unevenly-held factors, so the blue-tarp-versus-rebuilt-beachfront pattern reads as differential access, not differential damage.
