Resource-Typing Mismatch¶
The incident-command failure where a mutual-aid requisition label ('ambulance,' 'swift-water team,' 'generator') is too coarse to pin the capability actually needed, so a faithfully-used label delivers the wrong point in its hidden capability range and misallocates resources at scale.
Core Idea¶
Resource-typing mismatch is the resource-management pathology in which the labels used to request and deliver resources through the mutual-aid system do not pin down the capability a commander actually needs. The label travels correctly — "ambulance," "swift-water team," "generator" — but covers a capability range wide enough to matter: a basic and an advanced ambulance share one label. When that within-label spread is operationally decisive, label-based requisition misallocates at scale. FEMA NIMS resource-typing (Type I-IV) is the direct response.
Scope of Application¶
The concept applies wherever a mutual-aid system requisitions by coarse label and a task needs a specific within-label capability — sectors of one NIMS/ICS substrate.
- Wildfire / flood rescue — "swift-water teams" delivering a mix of boat, dive, and throw-bag teams.

Clarity¶
Naming the pathology separates the requested label from the delivered capability, letting a logistics officer say precisely "the labels matched, the capabilities didn't" — routing the remedy to the typing scheme, not blaming either faithful party. It makes the after-action question sharp and assignable: was the typing granular enough to pin the needed capability? It also distinguishes this from wrong-position and changing-specification failures — the specification is stable but too coarse.
Manages Complexity¶
An open catalogue of delivery disappointments compresses to one structural fact: the label is a coarse proxy, and its hidden capability spread can exceed the task's tolerance. The officer tracks one quantity per class — typing granularity versus the spread the label hides — and reads the misallocation rate off it. The corrective collapses to one move at one layer: sub-type the class so the requisition pins the quantitative parameters that matter.

The concept builds on the gap between requested label and delivered capability. It licenses diagnosis (attribute a shortfall to taxonomy coarseness, not either party's error, via "did both use the label as written?"), intervention (refine the scheme at the requisition layer and predict tighter delivery), boundary-drawing (too-coarse specification, not wrong position or churn, and only when the spread is decisive), and requisition-time prediction that mismatch surfaces on arrival.
