Core Idea¶
Rules-of-engagement ambiguity is the pathology in which frontline actors under time pressure face decision rules whose authorisation boundary or use-of-force threshold is underspecified for the situations they actually meet. The structural commitment is a grain mismatch: doctrine produces rules at a coarser grain than the environment generates choice points, and the gap is paid out of the actor's finite discretion budget. When that budget is overdrawn, behaviour fragments along individual disposition rather than aggregating into the intended unit-level response.
Scope of Application¶
Anchored in military operational doctrine, this pathology recurs wherever its four-parameter architecture holds — a doctrine grain, a choice-point grain, a discretion budget, and an escalation latency racing a decision window.

Clarity¶
Naming the pathology separates a fixable failure from the broad topic of "bad judgment under pressure" by relocating the fault: the rule failed to contain a decidable answer, and the clock did not permit recourse. It dissolves the rule-versus-judgment attribution mistake and distinguishes a content error (wrong action) from a grain error (no decidable action here).
