Strategic energy management¶
A continuous organizational system that integrates energy policy, goals, metering, operational practices, projects, accountability, and review to improve energy performance over time.
Core Idea¶
SEM differs from one-off efficiency projects by establishing an enduring management cycle with executive commitment, cross-functional ownership, energy-performance indicators, opportunity registers, training, verification, and corrective action. An organization defines an energy baseline and significant uses, sets objectives, assigns roles, monitors normalized performance, implements operational and capital measures, verifies results, and revises the program through management review. The abstraction is therefore identified by a declared carrier, a transformation or constraint over that carrier, and an invariant that tells an analyst whether the named structure is genuinely present.
