Core Idea

An import tariff is a customs rule that makes specified goods chargeable when they enter a customs territory.[^ref-5eba8918a478] The rule names the covered goods and a rate and base for the duty. The amount can be a percentage of customs value or a fixed amount per unit.[^ref-1ca10a049108] A tariff can be in force when no goods enter; an eligible entry is needed before a duty can be assessed. The customs Boundary is a strict prerequisite: without an operative territory and direction of entry, the import trigger has no meaning.

Scope of Application

Tariffs apply to classified merchandise entering a customs territory. The March 2018 U.S. steel proclamation imposed an additional 25 percent duty on specified covered steel entries, with initially stated country exceptions and a product-exclusion process.[^ref-4c2656bb3f2c] UK guidance describes weight-based assessment for fresh bananas on which duty is owed.[^ref-23fc7621b239] These are historical and conditional examples, not current universal rates.

Clarity

A tariff is the standing rule, a tariff rate is one term of that rule, and an assessed duty is the amount due on a particular eligible entry. A published rate does not prove that a shipment entered or that revenue was collected. Import tariffs also differ from domestic sales taxes and from quotas, which govern quantity or permission rather than calculate a customs duty. An export charge reverses the movement of goods and needs its own treatment.[^ref-718a4f30fff9]

Manages Complexity

For a shipment, ask: Which territory and date? Which product classification? Which rate and value or quantity base? Which enacted preference or exception? Did an eligible import entry occur? This sequence separates the legal rule from the transaction-level amount. The steel case turns on product, entry time and the original exceptions.[^ref-4c2656bb3f2c] The banana case turns on the applicable commodity code and consignment weight where duty is owed.[^ref-23fc7621b239]

Abstract Reasoning

Changing the good to one outside the covered class, or applying a valid exception, can remove an assessment without repealing the tariff. Changing a quantity-based rate to a value-based rate changes how the amount is calculated.[^ref-1ca10a049108] Neither step alone establishes who ultimately bears the cost or whether domestic prices rise. That requires a separate market model or evidence about a particular episode; the U.S. International Trade Commission studied such effects for specified U.S. measures.[^ref-bb860179378b]

Knowledge Transfer

The U.S. steel rule uses classified goods and a percentage of customs value.[^ref-4c2656bb3f2c] The UK banana procedure uses classified goods and consignment weight where duty is owed.[^ref-23fc7621b239] Both preserve the customs-territory, eligible-product, applicable-rate and chargeable-entry roles. The same questions can therefore be used across customs settings. A fee at a gate may look similar, but without importation into a customs territory it is not this tariff identity. Boundary supplies the necessary inside/outside structure; price effects and welfare measures are related analyses, not the rule itself.
