Two-Step Flow

Two-step flow is the mass-communication hypothesis, from Lazarsfeld and Katz, that media influence rarely reaches the population directly but travels in two stages: from mass media to opinion leaders, then from those leaders to the wider public through interpersonal contact. The defining claim is that the opinion-leader layer is a filter and amplifier, not a relay — leaders attend to media selectively, reframe messages for their networks, and carry the authority of interpersonal trust rather than broadcast impersonality.

That dissolves a puzzle the direct model leaves mysterious — why heavy direct advertising underperforms — with a structural answer: it skipped the interpersonal stage where attitude change is brokered.

Manages Complexity

The full path from message to population change is unmanageable — millions of receivers in idiosyncratic networks. Two-step flow compresses it to a fixed three-element, two-stage topology: media, leaders, followers. The analyst stops modeling the whole network and tracks one thing — who occupies the intermediary layer and what passes through it — reading campaign outcomes off that small structure.
