Journalists can receive a paper early, prepare their stories, and hold publication until an embargo lifts. A group of coupled machines can stop initiating work, wait for in-flight actions to finish, and restart from a confirmed quiet state. Both coordinate a transition by restricting what individual participants may do before a shared release boundary. But their release conditions differ sharply: an embargo usually names a time or trigger, while a quiescence barrier requires evidence that work has drained. When it helps, and when it misleads

a too-strict quiescence criterion under steady load may never be satisfied — the drain waits forever and the cure becomes the outage.
