Information Use License¶
Core Idea¶
An information use license transmits information with a durable permission structure that authorizes some downstream uses while forbidding others until release, upgrade, exception, expiry, or revocation. Unlike a one-time access decision, the license travels with the information. There is identifiable information, a grantor or governing authority, a recipient, permitted and prohibited purposes, a duration or event boundary, propagation rules for later recipients, and enforcement or remedy conditions.
Broad Use¶
Research data, intelligence, commercial datasets, genomic records, journalism, and interorganizational sharing retain the same information–permission–purpose–duration roles.
Clarity¶
Confidentiality imposes a duty of restricted disclosure on a holder and can exist without an affirmative use grant. Access control decides who can retrieve information. Copyright licenses govern protected expression. Embargoes primarily delay public release. Information use licenses are the broader purpose-and-propagation contract.
Manages Complexity¶
The abstraction turns scattered cases into one role-based test: identify the required elements, test their relation, and reject the classification when a constitutive commitment is missing.
