Core Idea

Problem framing constructs the representation and boundary of a problem before or during solution: which actors, variables, causal relations, constraints, values, success criteria, and time horizon count as part of the question. The frame determines which interventions become visible and which evidence appears relevant. A problematic situation admits multiple descriptions; a framing process selects units and boundaries; the selection changes the feasible solution space or evaluation rule; and assumptions and exclusions can be surfaced for revision.

Clarity

Framing is the broader influence of presentation or context. Problem definition can stop at naming a gap. Reframing replaces an incumbent frame. Optimization solves within already chosen variables and objectives. Problem framing constructs those variables and objectives.

Manages Complexity

The abstraction turns scattered cases into one role-based test: identify the required elements, test their relation, and reject the classification when a constitutive commitment is missing.

Abstract Reasoning

Use the structural signature rather than the label, then challenge the nearest counterexample. Rewording a fixed optimization problem without changing its variables, constraints, objective, or causal assumptions is not substantive problem framing.

Knowledge Transfer

Diagnosis, engineering, policy, design, science, conflict resolution, and strategy preserve the situation–boundary–representation–solution-space roles.

Example

A case qualifies only when the definition and every load-bearing role remain present. Rewording a fixed optimization problem without changing its variables, constraints, objective, or causal assumptions is not substantive problem framing.
