Core Idea

Utility is a substrate-independent evaluation that maps possible outcomes to an ordered value representation preserving the chooser’s relevant preference comparisons under declared conditions. The abstraction is not exhausted by its familiar source-domain notation. Its autonomous core is preference-preserving value representation, distinct from usefulness in ordinary speech, realized welfare, monetary price or probability.[1]

The operative mechanism is this: Outcomes are compared, preference evidence or normative commitments constrain an ordering and a numerical or ordinal representation assigns values so larger values track more-preferred or more-valued states. The mechanism separates identity from observation. A case does not qualify merely because an observer can describe it using the word utility; the constitutive relation must be present in the carrier.

The load-bearing invariant is that a declared evaluator, outcome domain and preference or value ordering determine utility, while scale, uncertainty and interpersonal-comparison claims require additional axioms. Names often mix target, representation and process. The target is the organization in the carrier. A diagram, equation, category or narrative is a representation. Manages Complexity

Utility manages complexity by replacing an unstructured inventory with a small set of relations that survive relevant variation. Structural–Framed Character

Utility sits at the framed end of the structural–framed spectrum. Its meaning is inseparable from an evaluator-relative perspective in which outcomes are ordered by preference, benefit, or desirability.

Chooser, outcome, preference, value, welfare, and comparison remain active when utility is applied to consumer bundles, risky lotteries, public policy, engineering trade-offs, games, or personal plans. The concept is evaluative by definition, arose in economics and decision theory, and requires an agent or evaluative system whose ordering supplies the values. Even a numerical utility function is not a bare magnitude independent of those commitments. Applying utility to a policy or design therefore imports a choice-centered and often normative account of what counts as better, rather than merely identifying a neutral relation.
