Primes¶
- Futures Literacy
- Futures literacy is the developed individual and collective capacity to use the future deliberately — to imagine, articulate, critically examine, and engage with multiple possible futures as inputs to present thinking, decision-making, and action — treated as a learnable capability rather than as a genre of content or a set of tools, and characterized by reflexive awareness of the anticipatory assumptions that shape how the future is being used in any given context, as articulated by Miller (2018) in Transforming the Future.
This sourceFoundational volume defining futures literacy as a learnable capability for using the future deliberately, distinct from prediction or planning; directly supports the Core Idea definition and the reflexive-anticipatory-assumptions framing.
- Miller's (2018) framework articulates three primary uses of the future that futures literacy enables: optimization (using the future as a extrapolation-target to improve current performance against a baseline), contingency (using the future as a source of possible disruptions or alternative conditions to prepare for), and novelty (using the future as a generative resource to imagine possibilities that current conditions do not suggest).
This sourceDocuments the Futures Literacy Laboratories (developed by Miller's UNESCO Paris team) as the structured learning vehicle for capability development; supports the structured-learning-experiences claim.
- The program is structured as a long-term capability-development effort rather than as a series of discrete interventions, with a network of collaborators including academic futures-studies programs (Turku Futures Research Center in Finland, Center for Postnormal Policy and Futures Studies, Swinburne Centre for Social Impact in Melbourne, and others).
This sourceEstablishes UNESCO Paris under Miller as the central institutional locus for the futures-literacy framework and its global laboratory network; supports the Broad-Use claim about the UNESCO program and its collaborator network.
- The optimization use is familiar in strategic planning and forecasting contexts; the contingency use appears in risk-management and scenario-planning work; the novelty use appears in innovation, visioning, and transformative-change work.
This sourceArticulates the three-uses framework — optimization, contingency, novelty — as the primary modes through which futures literacy enables deliberate use of the future; supports the Three-Uses section.

- Three Horizons Analysis
- H3 organizational vision includes the aspirational future state: What organizational design do we need to operate in a more uncertain, faster-moving, more complex environment — and, in the futures-literacy framing Miller (2018) develops, what assumptions about the future are we using right now to shape that design, and what alternative assumptions would surface a different organization?
This sourceDevelops futures literacy as the capability to surface the assumptions about the future that shape current decisions, and to deliberately use alternative assumptions to expose alternative present-day choices; foundational for normative H3 work.

Verification¶
Does it exist? Not checked yet. This work's DOI is recorded above but has not been resolved against an external catalogue, so nothing here confirms the work exists.
Does it back the claim? Not recorded. Neither this nor any other of the 6 citations of this work carries a recorded support check.
Support is checked per citation rather than per work — the same source can be cited soundly in one article and wrongly in another. Per-citation recording began recently, so a citation with no recorded check is a gap in the record rather than evidence it went unchecked.
