Agenda Building¶
Explain why some issues climb into an institution's finite attention while most do not — through a distributed multi-actor competition of entrepreneurs, focusing events, and amplification loops — so a docket reflects which ingredients aligned, not an objective ranking of importance.
Core Idea¶
Agenda building is the process by which some issues, out of a vastly larger universe, climb into the finite attention of a decision-making institution while most do not. It is multi-actor and recursive: events, interest groups, media, elites, entrepreneurs, and publics respond to what the others attend to, so visibility breeds visibility. Its characteristic elements are policy entrepreneurs who pre-position proposals, focusing events that rupture prior attention, and feedback amplification — and the resulting agenda reflects which ingredients aligned, not an objective ranking.
Scope of Application¶
Agenda building lives across the public-policy-process and communication-research subfields of political science — a capacity-limited institutional attention allocated by a distributed multi-actor process.

Clarity¶
Naming agenda building defends against reading a docket as an objective ranking of importance: content and trajectory are separate, and the same importance can land an issue anywhere depending on event timing, champion placement, and loop closure. It also draws the line between agenda building (upstream construction of salience) and agenda setting (its downstream public reception).
Manages Complexity¶
A sprawl of idiosyncratic docket narratives becomes one small machine run with different contents: candidate-issue space, finite agenda, actor cast, focusing event, feedback loop. The analyst tracks three things — entrepreneur present, event fired, loop closed — from which a sharp branch structure explains the signature "languish for years then catch fire" pattern.
