They interviewed a sample of undecided voters in Chapel Hill, North Carolina, asking what each considered the key issues of the day, and independently content-analyzed the nine news sources (newspapers, television, magazines) those voters relied on, ranking issues by the prominence each received. The rank-order of issues emphasized by the media and the rank-order of issues voters named as most important correlated almost perfectly.   • Agenda building. The upstream, multi-actor process that generates media salience — who promotes an issue, which actors couple to whose attention, how the amplification loop closes. Agenda-setting is the downstream link in that chain: the gatekeeper-to-public salience-reweighting effect, one stage inside the larger building loop. Setting takes the coverage as given and reads its effect on the public; building explains where the coverage came from. Tell: if the question is "how did prominence move which issues the public treats as important?" it is setting; if it is "what coupling of entrepreneurs, events, and outlets produced that prominence?" it is building.

  • Agenda distortion. The pathological, mildly evaluative sibling of the same salience effect: distortion adds that the coverage doing the reweighting was allocated by newsworthiness and shareability, criteria that have come apart from significance, so the audience's importance-belief is skewed. Agenda-setting is the strictly neutral finding — it reports that prominence reweights salience without moving attitudes and renders no verdict on whether the salience tracks importance. Tell: setting says "coverage shifted what the public thinks about"; distortion adds "and it shouldn't have, because the coverage doesn't track significance."

  • Framing. The interpretive shaping of an already-salient issue — which angle, which construal it is given. Agenda-setting is the prior which-issues step: whether the issue is salient at all, logically upstream of framing's how-shaped step. Tell: framing operates once an issue is in view and changes its portrayal; setting operates on whether the issue enters view, and can move salience while making no interpretive claim.

  • Priming. The effect by which making an issue salient changes which criteria audiences then use to evaluate leaders or choices. Agenda-setting is upstream of priming too: it moves the issue onto the agenda; priming is the downstream consequence for the standards of judgement. Tell: setting changes what is thought about; priming changes what that salient issue is then used to judge — a later link, not the salience shift itself.

  • Persuasion / propaganda. The attempt to move which positions audiences hold, through argument or advocacy.
