Form-Based Code¶
Regulate land by the physical form of buildings and their relationship to the street — height, setback, build-to line, frontage type — instead of by use, making relational geometry the controlled variable and leaving activity open by right.
Core Idea¶
Form-based codes are land-use regulations that govern the physical form of buildings and their spatial relationship to the street — height, setback, build-to line, frontage type, façade-opening percentage, street-wall continuity — rather than the use inside. The regulatory move treats relational geometry as the primary controlled variable and land use as open, correcting Euclidean use-zoning, which controlled activity but produced disjointed, car-oriented streetscapes.
Scope of Application¶

Clarity¶
Naming form-based code exposes a confusion in twentieth-century zoning: conflating use with form as the thing a regulation controls. When a use-correct district still produced blank-walled, hostile streets, the failure had no name. Form-based code supplies the missing variable, letting a planner say the harm comes from setback, height-to-right-of-way ratio, and street-wall continuity — regulable independently of who occupies the building.
Manages Complexity¶
Use-zoning forces a planner to anticipate every activity a district might host and re-open review at each tenant change — open-ended bookkeeping over an unbounded space of uses. Form-based code collapses that onto a small fixed set of geometric controls indexed by transect position, so the streetscape outcome follows from the form standards alone and a change of tenant stops being a regulatory event.
Abstract Reasoning¶
The concept licenses a diagnostic move (read a bad street off frontage type, height ratio, and build-to discontinuity rather than the use map), an interventionist move (tighten the build-to line or require an active frontage and forecast the streetscape shift), boundary-drawing (transect position selects which standards govern and what counts as a regulated change), and a predictive move (anticipate a parcel cycling through uses with coherence preserved).
Knowledge Transfer¶
Within land-use and built-environment regulation the code transfers as mechanism, instruments intact — regulating plan, frontage catalogue, envelope standards, transect — across streetscape design, transit-oriented planning, and campus master-planning, only the calibration shifting. Beyond it the reach is analogy: APIs, design systems, and process standards echo the form-versus-use shape but lose the separable variable, and the real cross-domain lesson already lives in the parents it instantiates — formalization, constitutive-versus-regulative rules, interface contracts — which should carry the weight instead.
