Form-Based Code

Form-based codes are land-use regulations that govern the physical form of buildings and their spatial relationship to the street — height, setback, build-to line, frontage type, façade-opening percentage, street-wall continuity — rather than the use inside. The regulatory move treats relational geometry as the primary controlled variable and land use as open, correcting Euclidean use-zoning, which controlled activity but produced disjointed, car-oriented streetscapes.

Clarity

Naming form-based code exposes a confusion in twentieth-century zoning: conflating use with form as the thing a regulation controls. When a use-correct district still produced blank-walled, hostile streets, the failure had no name. Form-based code supplies the missing variable, letting a planner say the harm comes from setback, height-to-right-of-way ratio, and street-wall continuity — regulable independently of who occupies the building.

Manages Complexity

Use-zoning forces a planner to anticipate every activity a district might host and re-open review at each tenant change — open-ended bookkeeping over an unbounded space of uses. Form-based code collapses that onto a small fixed set of geometric controls indexed by transect position, so the streetscape outcome follows from the form standards alone and a change of tenant stops being a regulatory event.

Abstract Reasoning
