Infill development is a planning posture in which new construction is directed to vacant, underused, or redevelopable land inside the existing built-up area — empty lots, surface parking, former industrial parcels, greyfield commercial sites — rather than extending the urban footprint outward into previously undeveloped greenfield land at the metropolitan edge.

The fiscal and environmental argument for infill is quantitative. What It Is Not

  • Not a neutral technical designation. Infill is an active policy commitment, not a value-free label for "building inside the city." Treating "infill" as a purely descriptive category misses that it takes a side.
  • Not a ban on all outward growth. The frequently-claimed extensions — software refactoring as densifying a codebase's underused interior, portfolio management as deepening existing positions before adding new ones, curriculum design as enriching existing courses before adding more — are analogy (A) when stated as "infill development." What gets exported is a slogan, not the planning machinery: there is no serviced edge with sunk infrastructure to amortise, no growth boundary to draw, no per-household servicing-and-conversion accounting, no NIMBY-versus-developer contest with identifiable winners and losers.
