Accessible Language Exposure for Deaf Children¶
The provision of consistently accessible natural-language input and interaction to deaf and hard-of-hearing children during early development, through signed, spoken, or combined modalities that the child can actually perceive and use.
Core Idea¶
Children acquire language from input they can actually perceive and use. For deaf and hard-of-hearing children, accessible exposure may be signed, spoken, or combined, but it must supply a complete natural language through sustained, responsive interaction.
Nominal exposure is not enough. Technology, classroom placement, or nearby speech cannot guarantee access, and delaying full language while waiting for one pathway can create deprivation during sensitive developmental years.

- Closest near-miss. Auditory access through hearing technology can support spoken-language learning for some children; it is an access pathway, not proof of complete or sufficient exposure and need not exclude sign language.
