Line of Effort¶
Structure a campaign around a condition to be created rather than terrain by laying out parallel rails of task → effect → effect → end state, each an auditable causal chain coupled to the others only at named handoff points.
Core Idea¶
A line of effort (LOE) is a joint-doctrine planning device that organises tasks, intermediate effects, and end states along a logical rather than geographic axis, tying actions to a condition to be created rather than to terrain. Each node on the rail is an observable intermediate effect that upstream tasks produce and downstream tasks require, running task → effect → effect → end state along a labelled workstream.
Scope of Application¶
The line of effort lives across the operational-design and campaign-planning subfields of military strategic studies; its reach is within that planning domain.

Clarity¶
Naming the LOE separates the logical workstream (what causes what) from the temporal schedule (what runs when), dissolving the confusion that a fully populated milestone chart means a coherent design — a plan can be on time and going nowhere. It also distinguishes a theme ("improve governance") from a falsifiable causal chain, letting a planner ask whether each task's observable effect meets the next task's precondition.
Manages Complexity¶
A campaign of non-geographic, effect-defined objectives presents an N-by-N web of interacting tasks that resists ordinary depiction. The LOE factors it into four to six parallel rails, each a readable task → effect → effect story, plus the much smaller set of cross-rail handoff points. The staff walks each rail node by node for its local causal claim and directs scarce synchronisation attention only to the named handoffs.
Abstract Reasoning¶
The device licenses a diagnostic move — audit each rail as a causal hypothesis and separate logical coherence from temporal completeness, exposing a bare rail as a slogan with arrows. Its interventionist move localises scarce attention to the handoffs and forces the causal model into the open. Its boundary-drawing move fixes when a rail of effort rather than a line of operation applies, supporting prediction of the pivoting dominant rail.
Knowledge Transfer¶
Within the home domain the rail grammar transfers as mechanism — parallel effect-chains, the measurability admissibility condition, handoff synchronisation — carrying intact across coalition doctrine, COIN, humanitarian, and inter-agency planning. Beyond it, what recurs is the general object the LOE instantiates (parallel causal-conditional chains converging on a condition), showing up as co-instances in change-management and advocacy campaigns; that lesson belongs to the parent primes causality, sequencing, coordination, and decomposition, not to the doctrinal construct.
