Recall is active production from memory. The target is absent or incomplete, so cues, associative search, and monitoring must bring information into a reportable form.

Performance measures more than storage. Encoding conditions, retrieval context, cue quality, output order, confidence, interference, and response demands determine whether accessible memory becomes an accurate answer.

State encoded material, delay, cue, context, instructions, free/cued/serial format, response time, scoring, intrusions, order, confidence, recognition or relearning comparison, participant population, and alternative sources of the answer. Inclusion test: Require production or reconstruction of previously encountered information when the complete target is not currently presented for selection. Exclusion test: Exclude recognition among fully displayed alternatives, initial learning, working-memory maintenance with no long-term retrieval, reasoning that derives an answer never learned, and mere familiarity without content recovery. Nearest boundary: Recognition judges whether a presented item was encountered; recall must generate the item or substantive content, although monitoring can include a recognition-like stage. Exit condition: A correct answer should not be attributed to recall when guessing, relearning, inference, external lookup, or cue leakage can explain performance. Common misclassifications: Recall is not identical to recognition. Failure to recall does not prove erasure. Confidence does not guarantee accuracy.
