Surrogation is the cognitive tendency, named by Choi, Hecht & Tayler (2012), for managers given a quantitative measure meant to represent a broader construct (customer satisfaction, strategic value) to mentally replace the construct with the measure — to act as though the measure is the thing rather than a partial operationalisation. The substitution is not deliberate: under load, time pressure, and accountability, the concrete number becomes the operative referent. It is the cognitive mechanism inside one head; Goodhart's law is the corresponding system-level dynamic.
