Surrogation¶

Explain why a well-designed metric drifts from its purpose even absent any gaming: under load an accountable manager mentally replaces the strategic construct with its measure, treating the number as the thing itself rather than a partial proxy for it.

Core Idea¶

Surrogation is the cognitive tendency, named by Choi, Hecht & Tayler (2012), for managers given a quantitative measure meant to represent a broader construct (customer satisfaction, strategic value) to mentally replace the construct with the measure — to act as though the measure is the thing rather than a partial operationalisation. The substitution is not deliberate: under load, time pressure, and accountability, the concrete number becomes the operative referent. It is the cognitive mechanism inside one head; Goodhart's law is the corresponding system-level dynamic.

Clarity¶

Naming surrogation explains why a measurement system drifts from its purpose even when no one is gaming it. The usual suspicion is manipulation; surrogation identifies a prior, non-adversarial failure — under load the number simply becomes the operative referent while the construct recedes. That reframing sends the fix elsewhere: not audits but keeping the construct salient. Its sharpest contribution holds the construct and measure apart as distinct objects, locating the failure in their collapse, and fixes the level at which surrogation lives.

Manages Complexity¶

Metric-drift looks like a catalogue of separate pathologies. Surrogation compresses it by holding construct and measure apart and locating every case's failure in one event, their collapse, so the analyst tracks one thing and asks one question — proxy or goal? A cause-branch routes the fix, distinguishing non-adversarial surrogation (yields to salience) from gaming (yields to controls), and a level-branch separates the cognitive form inside one head from the system-level dynamic, catching it early.
