Zoning

Treating land-use regulation as zoning sharpens the divergence between the regulation and the reality: zoning is the text-and-map regime, land use is what is on the ground, and their gap is a diagnostic signal, since legacy uses are grandfathered and the map lags demand. It also holds zoning apart from its neighbors — it governs use and form, not construction safety (the building code) or ownership (property law) — and reads the by-right/conditional/prohibited tiers as a statement of intent.
