Adaptation Gap Report

Planning report — instantiates Residual Harm Accounting and Allocation

Surveys the standing portfolio of defense, mitigation, and adaptation measures to find where residual harms still fall through unhandled — before the next event, not after it.

An Adaptation Gap Report is a prospective coverage survey. It takes the layers of defense, mitigation, and adaptation an organization already has in place or has funded, lays them against the harms that could still land, and marks the residual harms that no current measure would catch. Its defining move is that it works ahead of the event: it does not wait for damage to arrive and then reason backward from it. Where an after-the-fact review asks "what did we learn from the loss that already happened," the gap report asks "given everything we have built, whose harm still has no handler?" The product is not a remedy and not a ledger of realized losses — it is a map of holes in the protective portfolio, ranked and handed to the people who plan the next round of investment.

Example

A rural county fire district and its electric utility jointly run a wildfire-protection portfolio: defensible-space ordinances, grid hardening, public-safety power shutoffs during red-flag conditions, mapped evacuation routes, and an early-warning siren network. On paper the county is "protected." The Adaptation Gap Report walks each layer and asks who is still exposed after all of it works as intended. It surfaces three unhandled residuals: medically fragile residents on home oxygen who lose their concentrators during a multi-day power shutoff; renters who cannot legally compel their landlords to fund defensible-space retrofits; and outdoor agricultural workers with no smoke-exposure protection when the air turns hazardous but no fire has reached town.

None of these is a failure of the existing layers — the layers do what they were designed to do. They are the harms that survive the design. The report ranks them by severity and by which portfolio responses could plausibly close each gap (a backup-power subsidy, a retrofit grant tied to rental units, an employer smoke-protocol rule), then routes the ranked list to the county's mitigation-planning committee months before fire season. The point is that the oxygen-dependent resident becomes a named planning item now, rather than a casualty statistic later.

How it works

  • Inventory the layers. List every defense, mitigation, adaptation, and preparedness measure in force or funded, and describe what each is actually designed to stop.
  • Enumerate the survivable harms. For the hazard in view, list the harms that could still land even if every layer performs to spec.
  • Cross-tabulate coverage. Build a matrix of harms against layers and mark the cells no layer covers — the report's core artifact is this gap grid, not a narrative.
  • Attach candidate responses. For each open gap, name which responses from the available portfolio could close it, so the gap arrives at the planners already paired with options.
  • Rank and route. Order gaps by severity and closeability, and deliver them to the forum that owns the next investment cycle.

Tuning parameters

  • Harm horizon — how far past the obvious the harm enumeration reaches (immediate vs. slow, direct vs. displaced). Wider catches more but risks an unactionably long list.
  • Coverage bar — how much protection counts as "handled." A strict bar exposes more gaps; a loose one flatters the portfolio.
  • Response-catalog richness — how many candidate responses the report is allowed to pair with each gap. Richer makes the report more useful but slower and more speculative.
  • Scope breadth — one hazard or the whole threat surface. Broad reports find cross-cutting gaps; narrow ones go deeper on one.
  • Refresh cadence — one-shot before a season, or standing and re-run as the portfolio changes.

When it helps, and when it misleads

Its strength is that it converts a comfortable sense of completeness into a named, ranked list of who is still exposed — the exact thing a portfolio of working defenses tends to hide. It is cheapest and most valuable precisely when everything appears covered.

Its failure mode is that a gap report is easy to produce and easy to shelve: "we documented the gap" can quietly substitute for closing it, and a report with no owning forum becomes an alibi. It can also drive maladaptation — a hastily bolted-on response that closes one gap while shifting harm onto someone else or onto a later horizon.[n1] The guarding discipline is to require that every open gap leaves the report attached to a decision forum and a review date, so the report is measured by gaps closed, not gaps listed.

How it implements the components

  • defense_layer_context_map — the inventory step is the context map: it describes each protective layer and what it is designed to stop, so residual status can be judged relative to real controls.
  • policy_response_portfolio — the report pairs each open gap with candidate responses drawn from the menu of available prevention, transfer, repair, and acceptance options.

It does not implement feedback_to_defense_layers — routing realized-loss evidence back into design belongs to After-Action Loss Feedback Review, its retrospective twin; nor loss_channel_ledger or affected_bearer_map, which are the standing catalog of Loss and Damage Register. The gap report flags exposure before harm lands; it neither learns from a specific incident nor tallies losses that already occurred.
