Capacity inventory / register — instantiates Vulnerability Lever Partitioning

Enumerates the concrete resources, assets, and relationships a vulnerable unit can actually mobilize to cope with and recover from a stressor, and flags where that capacity is thin, unreachable, or only assumed.

Two units can be equally exposed and equally sensitive and still end up worlds apart, because one can absorb the blow and one cannot. The Adaptive Capacity Inventory works that third lever: it is a structured stock-take of what a unit can actually bring to bear when the stressor hits — financial buffers, physical assets, infrastructure and services it can reach, institutions it belongs to, social ties it can call on, information and skills. Its defining discipline is to distinguish capacity that is real from capacity that is merely on paper: for each entry it asks not only "does this exist?" but "can the unit reach it under stress, and does it actually function when it does?" Because so much of this lever is tacit and hard to see, the inventory carries an explicit uncertainty flag on every line — it is the mechanism that treats "we think they'll cope" as a claim to be evidenced rather than assumed.

Example

A drought-preparedness team inventories two farming villages that face the same rainfall failure. On paper both have "cooperatives, savings, and irrigation access." The inventory looks closer. Village A's cooperative runs a working seed bank, members hold real savings, and households draw remittances from relatives in the city — capacities that are present, reachable, and functional. Village B's cooperative exists in name but hasn't met in two years, "savings" are informal and already spent against debt, and the irrigation canal serves only the three farms nearest the head-gate.

Scored the naive way, the villages look similar. The inventory separates them: it marks Village B's cooperative as nominal, not functional and tags the savings figure low-confidence, self-reported. That distinction is the finding — it tells the team that Village B's problem is a hollow capacity lever, and that any plan assuming "the co-op will handle distribution" is building on something that isn't there.

How it works

  • Enumerate by type. Walk the capacity categories — financial, physical, human, social, institutional, informational — so the tacit ones (reciprocity networks, trust) aren't skipped for the countable ones.
  • Apply the present / reachable / functional test. Each entry is scored on three gates: it exists, the unit can actually access it when the stressor hits, and it works under stress rather than only in calm.
  • Tag stressor-specificity. A grain buffer is capacity against drought, not against heat; the inventory marks which capacities are generic and which are keyed to the named stressor.
  • Annotate every line with uncertainty. Each entry records its evidence source and a confidence flag, so assumed capacity is visibly distinguished from verified capacity.

Tuning parameters

  • Taxonomy breadth — financial-and-physical only, or the full social-and-institutional span. Narrow is fast and badly biased toward what's easy to count.
  • Evidence source — self-report, administrative records, or direct observation. Cheaper sources widen the uncertainty band the inventory must carry.
  • Accessibility bar — whether "present" counts, or only "reachable under stress by this unit." Raising the bar deflates nominal capacity toward the real figure.
  • Confidence granularity — a coarse high/low flag or a graded band per entry.
  • Refresh cadence — one-shot, or re-inventoried as capacity erodes or is built.

When it helps, and when it misleads

Its strength is that it surfaces the lever most often ignored — fixes chase visible exposure and pitiable sensitivity while capacity, being invisible, goes unexamined — and it catches the dangerous case of capacity that exists only on paper.

Its failure modes cluster around measurement. Capacity is easy to overstate and hard to verify, and the streetlight effect pulls the inventory toward easy proxies like income while missing the tacit ties that actually carry a community through a crisis.[n1] It double-counts with sensitivity if poverty is booked as both. And a rosy inventory is readily weaponized: a high capacity score becomes a reason to withdraw support — "they can cope on their own" — quietly shifting the burden back onto the vulnerable unit, or is assembled backward to defend a program cut already decided. The discipline that keeps it honest is to verify functional rather than nominal capacity, carry the uncertainty flags forward instead of dropping them, and ground-truth the optimistic entries with the people they describe.

The inventory realizes the adaptive-capacity side of the partition and the honesty layer that a soft, hard-to-see lever demands:

Capacity and sensitivity overlap in the real world — poverty is both a source of sensitivity and a drag on capacity — so the inventory must obey the matrix's separation rule and book each driver to one factor, or the same disadvantage is counted twice and the picture darkens artificially.
