Anti-Hoarding and Diversion Control¶
Procedure — instantiates Resource Rationing
Detects duplicate claims, stockpiling, privileged diversion, resale, and coordinated circumvention using proportional controls and an explicit boundary for legitimate sharing.
Once a resource is scarce, some actors will try to capture more than their share — duplicating identities, stockpiling, reselling, or quietly diverting supply through privileged channels. Anti-Hoarding and Diversion Control is the enforcement-facing procedure that constrains this conduct. Its defining move is that it targets behavior that defeats the ration's purpose, and it does so symmetrically and proportionately: it draws an explicit boundary between prohibited circumvention and legitimate sharing, aims its scrutiny at high-volume institutional bypass before low-volume claimant error, and uses the least intrusive control that will work. It is about conduct at the boundary — not about who ranks higher, and not about issuing the allowances in the first place.
Example¶
During a regional pipeline outage, retail gasoline is rationed to a fixed number of gallons per vehicle per visit. Predictably, some actors game it: individuals loop through the same station in multiple vehicles, a few stations quietly reserve supply for favored commercial buyers at a markup, and a handful of people fill unsafe stockpiles of loose containers to resell. The diversion control procedure defines the line clearly: a family topping off two household cars is fine; a reseller filling forty jerry cans is not; helping an elderly neighbor fill their tank is fine; a station diverting a tanker's worth to a broker is not. Detection is proportional — automated duplicate-plate checks and audits of the highest-volume commercial accounts come first, not aggressive stops of ordinary drivers. A safe reporting channel lets station staff flag the broker diversion without exposure. The controls suppress the capture that actually starves the ration, while leaving survival behavior and neighborly sharing untouched.
How it works¶
Its distinguishing discipline is proportionality and symmetry, not maximal surveillance:
- Draw the boundary explicitly. Specify prohibited circumvention versus legitimate sharing, emergency borrowing, and permitted transfers, so the line is reviewable rather than improvised.
- Set transfer, resale, and carryover rules on the unit. Use the allocation unit's boundaries to define what counts as a duplicate, a stockpile, or an illicit resale.
- Detect proportionally, audit the powerful first. Prioritize high-volume institutional bypass over low-volume claimant mistakes; use the least intrusive control adequate to the diversion.
- Provide safe reporting and a safe harbor. Protect good-faith reporters and encode a reviewable safe harbor so survival sharing is never criminalized.
Tuning parameters¶
- Enforcement intensity — from light duplicate checks to active audits and penalties. Higher intensity recovers more diverted supply but raises access burden and surveillance risk.
- Sharing-boundary width — how much household pooling, borrowing, and transfer is permitted. A wide boundary protects legitimate behavior but leaves room to game; a narrow one controls gaming but criminalizes survival.
- Actor-type focus — how much scrutiny falls on institutions versus individual claimants. Weighting toward high-volume actors prevents enforcement inversion.
- Detection latency — how quickly diversion is caught. Faster detection limits loss but can mean cruder, more error-prone signals.
- Surveillance persistence — how long monitoring data is retained. Short retention limits the emergency ratchet; long retention aids pattern detection.
When it helps, and when it misleads¶
Its strength is that it protects scarce supply from the actors best positioned to capture it, while an explicit safe harbor keeps ordinary people out of the enforcement net.[n1] Done well, it distinguishes malicious diversion from mistakes and survival sharing, and it examines the powerful before the powerless.
Its central failure mode is enforcement inversion: low-power claimants face intense scrutiny while institutional diversion and privileged bypass go unexamined — the ration's controls end up policing the very people it exists to protect. A classic misuse is aggressive duplicate-detection on individuals paired with a blind eye to a supplier's profitable side channel. The other hazard is surveillance that outlives the shortage. The guarding discipline is proportional, symmetric enforcement, a reviewable safe harbor, and deletion of monitoring data at sunset — but this procedure does not itself audit whether its enforcement stayed fair; that verification is a separate discipline (an informal internal check, formalized by its sibling audit).
How it implements the components¶
evasion_hoarding_and_diversion_boundary— its core: it draws the prohibited-versus-legitimate line, sets resale and transfer restrictions, calibrates proportional enforcement, and opens safe reporting.allocation_unit_and_consumption_boundary— it uses the unit's transfer, carryover, and aggregation rules to define what counts as a duplicate claim or an illicit stockpile.
It does not test whether enforcement is itself fair or inverted onto the powerless (distributional_impact_and_burden_monitor, rationing_entry_exit_and_review_conditions) — that is its procedure twin, Independent Rationing Equity Audit; this control enforces the diversion boundary, while the audit checks the enforcement is not inverted. It also does not issue or reconcile the allowances themselves — that is the Ration Card, Token, or Allowance Ledger.
