Autonomy/Dependency Review¶
Test or assessment — instantiates Holonic Autonomy Nesting
An assessment that checks whether each holon has appropriate autonomy relative to its obligations and externalities.
The Autonomy/Dependency Review is a periodic grading of fit. For each holon it asks a single proportionality question: is the autonomy this unit has been granted matched to its capability, its obligations, and the externalities it can impose on the rest of the system? The output is a verdict per holon — over-autonomized (too much latitude for its risk; tighten), under-autonomized (more capable and trustworthy than its granted envelope; devolve more), or appropriate — with a recommended adjustment. Its defining feature is that it is a scored evaluation at a point in time, producing a diagnosis and a recommendation, not a live decision: it tells you the envelope is mis-sized; it does not itself resize it, adjudicate a specific deviation, or run on a rhythm.
Example¶
A fast-food franchise runs the review across its franchisees. For each store it scores granted autonomy (menu tweaks, local pricing, hiring) against obligations (brand consistency, food-safety compliance) and externalities (one bad location can dent the whole brand's reputation). Franchisee A is a high-performer with a spotless safety record but a tightly capped menu — it scores under-autonomized, and the recommendation is to devolve more local menu latitude. Franchisee B has broad local latitude but a history of health-code slips — it scores over-autonomized relative to the risk it externalizes onto the brand, and the recommendation is to tighten its envelope and add oversight. Neither verdict changes anything by itself; each becomes an input to the envelope edits and rights re-cuts that follow. What the review delivers is the diagnosis the system otherwise never makes explicitly.
How it works¶
- Score autonomy against three weights. For each holon, weigh the granted envelope against capability, obligation load, and externality risk.
- Use drift history as evidence. The suboptimization/drift record is the hard evidence of misfit — a unit that repeatedly degrades the whole is over-autonomized regardless of what its charter says.
- Verdict plus recommendation. Emit over / under / appropriate with a specific proposed envelope change.
- Assess, don't act. The review stops at the recommendation; the actual re-allocation is a downstream edit to the canvas and matrix.
Tuning parameters¶
- Rubric weights — how heavily capability, obligation, and externality risk each count. Weighting risk high catches capture; weighting capability high frees performers.
- Review population — every holon or a risk-based sample. Full coverage is thorough but costly.
- Evidence window — how much drift history counts as evidence. Longer windows are stabler but slower to react.
- Action threshold — how far off "appropriate" a score must be before a change is recommended. A wide band avoids churn; a narrow one keeps envelopes tight.
When it helps, and when it misleads¶
Its strength is catching both poles of holarchy failure with one instrument: pseudo-holarchy (units with too little real autonomy for what they could handle) and local capture / silo autonomy (units with more latitude than their risk warrants). It makes the subsidiarity question — should this decision sit at this level? — measurable rather than rhetorical.[n1]
Its failure mode is measuring what is easy to see: a review tends to grade formal rights and obligations while missing the informal power and the hard-to-quantify externalities that actually decide fit — and it can decay into a compliance box-tick that always returns "appropriate." The guarding discipline is to weight real externality and drift evidence over self-reported autonomy, and to treat a review that never recommends a change as a broken instrument rather than a healthy system.

[n1] Subsidiarity is the principle that a decision should be handled by the lowest (most local) unit capable of handling it well, with higher levels stepping in only for what the lower cannot. The review operationalizes it: an under-autonomized holon violates subsidiarity by holding decisions too high; an over-autonomized one violates it by keeping decisions too low for the risk they externalize. ↩
