Most access friction is easiest and cheapest to fix at the moment it is proposed, before it is written into a form and a habit. Barrier Impact Statement is a prospective, one-requirement-at-a-time forecast that a new or changed entry requirement must pass before it is adopted. Before the vote, staff prepare a barrier impact statement. On qualification relevance, they ask whether the added hours predictably filter out competent practitioners for reasons unrelated to the safety rationale — and find much of the added content duplicates existing coursework. On burden distribution, they forecast that the tuition and unpaid classroom time fall hardest on career-changers and rural applicants who must travel to an approved school. On incumbent symmetry, they note that everyone already licensed is grandfathered and never pays the new cost at all. The statement concludes that the proposal, as written, would shrink the applicant pool along lines that have nothing to do with safety, and recommends either tying the requirement to a demonstrated competency or exempting equivalent prior training. How it works

  • Fix the boundary purpose as the yardstick. State what the boundary is legitimately supposed to select for, so the proposed friction can be tested against that criterion rather than justified after the fact.
  • Test relevance. Ask whether a genuinely qualified entrant would predictably fail or be deterred by the proposed cost for reasons unrelated to the criterion — the signature of friction that selects on resources, not merit.
  • Model the distribution. Forecast how the burden lands across candidate segments, naming the groups most likely to be filtered by cost rather than qualification.
  • Check incumbent symmetry. Compare what newcomers must pay to cross against what current insiders pay to remain; a cost only newcomers bear is a red flag the statement surfaces explicitly.

Tuning parameters

  • Trigger threshold — which proposals require a statement. Requiring one for every micro-change is thorough but ossifying; reserving it for material new frictions keeps the tool sharp.
  • Segment set — which candidate groups the forecast models. A richer set catches more disparities; too fine a partition produces speculative, low-confidence sub-forecasts.
  • Counterfactual baseline — what the proposal is compared against (status quo, or a lighter alternative). The baseline silently determines whether an impact looks large or modest.
  • Recommendation force — advisory note versus binding precondition for adoption. More force prevents exclusion but concentrates power in whoever writes the statement.

When it helps, and when it misleads

Its strength is timing: it intercepts exclusionary friction at the design stage, when changing a rule costs a memo rather than a redesign and a lost cohort. By separating relevance to the criterion from who bears the cost, it also exposes the common move of dressing a resource filter as a quality standard.

Its failure mode is that a forecast is speculative and therefore game-able. Like a National Environmental Policy Act environmental impact statement written to bless a project already decided on, a barrier impact statement can be authored backwards — assumptions tuned until the proposed rule comes out justified — turning a safeguard into procedural theater.[1] It can also simply be wrong, since predicted burdens are softer than measured ones. The guarding discipline is to require the statement before the decision and publish it, and to back-test its forecasts against later abandonment data, so a body that reliably under-predicts exclusion loses the benefit of the doubt on its next forecast.
