Best-Practice Diffusion Protocol¶
Procedure — instantiates Collective Learning System
Spreads an already-validated practice to eligible units with explicit eligibility criteria, a defined delivery route, and a check on whether adoption actually took.
A Best-Practice Diffusion Protocol is the standardized procedure that takes a practice already proven somewhere and spreads it to the other units that should be running it. Its defining move is the eligibility gate: before the practice is pushed anywhere, the protocol states which units qualify — what conditions, risk profile, or capabilities a receiving unit must have for the practice to transfer safely — so the spread is targeted rather than blanket. It then routes the practice to those eligible units through a defined channel with the support they need to actually run it, and it closes with a check on whether they adopted it in practice, not just received the memo. It is the archetype's spread-and-verify engine: it does not surface the lesson, decide its reusable form, or store it — it takes a validated, packaged practice and gets it into use where it belongs.
Example¶
A retail chain's Portland store cuts checkout wait times by re-sequencing how baggers and cashiers hand off during peak hours. It works, it's been measured, and leadership wants it everywhere. A naïve rollout would email the new sequence to all 400 stores and declare victory. The Best-Practice Diffusion Protocol instead starts with an eligibility gate: the practice depends on having two-lane checkout counters and at least three staff on shift, so it defines the qualifying store profile and finds that roughly 260 stores match — the rest have single-lane layouts where the sequence would actually slow things down. It routes the practice to those 260 through the regional-manager channel with a one-page adaptation guide and a short in-store walkthrough, rather than a mass email nobody reads. Then it monitors adoption: three weeks later it samples actual checkout timings and staff reports, and finds 140 stores running it, 90 partway, and 30 quietly ignoring it because their peak hours differ. That gap is not failure — it is the signal that tells the protocol where the practice needs more support, or where the eligibility criteria were wrong.
How it works¶
- Gate on eligibility first. State the receiving-unit conditions the practice depends on and screen candidate units against them, so the practice goes only where it can transfer safely.
- Route through a real channel, not an announcement. Deliver the practice via the path receiving units actually use — a regional lead, an onboarding step, an embedded workflow prompt — with the adaptation guidance and support the practice requires.
- Distinguish reached from adopted. After delivery, check whether receiving units changed their practice, not merely whether they were informed — sampling real behavior or outcomes.
- Feed the gaps back. Treat non-adoption as diagnostic: wrong eligibility criteria, missing support, or a bad channel — and adjust the next round rather than pushing harder.
Tuning parameters¶
- Eligibility strictness — how narrow the qualifying profile is. Strict avoids pushing a practice where it backfires but leaves reachable units uncovered; loose maximizes reach but risks false universalization.
- Adoption accountability — whether receiving units are required to adopt, required to review-and-justify any adaptation, or merely invited. Mandates spread fast but breed malicious compliance; invitations respect autonomy but travel slowly.
- Channel richness — a document versus a walkthrough versus an embedded workflow change. Richer channels lift real adoption but cost time and attention per unit.
- Adaptation latitude — how much a receiving unit may modify the practice. Tight preserves fidelity but ignores local variation; loose fits local conditions but can dilute the practice into meaninglessness.
- Monitoring depth — a self-reported checkbox versus sampled real behavior. Deeper monitoring catches the "received but not adopted" gap but is more intrusive and costly.
When it helps, and when it misleads¶
Its strength is that it converts "someone somewhere does this well" into "the units that should be doing it are," with the eligibility gate keeping the spread honest and the adoption check keeping it real rather than nominal. It is the mechanism that stops a good local practice from staying trapped in one site.
Its central failure mode is false universalization — branding a practice that worked in one context a "best practice" and pushing it everywhere without the eligibility gate, so it lands in units where it does harm.[n1] The classic misuse is measuring rollout (emails sent, decks presented) instead of adoption, which produces a triumphant status report over a practice nobody actually runs. The guarding discipline is to gate on real receiving-context fit before spreading and to verify changed behavior after — treating every non-adoption as information about the practice or the fit, not as a compliance problem to escalate.

Unlike a Community of Practice, which holds a practice among voluntary insiders, this protocol formally pushes it outward to eligible units.
