Blind or Randomized Review Rule¶
Information-control rule — instantiates Incentive-Compatible Rule Design
Controls what evaluators or participants can see — masking identities or randomizing assignment — so favoritism, signaling, and imitation stop paying off.
A Blind or Randomized Review Rule removes the information that would let a decision be steered by anything other than merit. By hiding identities, affiliations, or order — or by randomizing who reviews whom — it strips away the handles that favoritism, strategic signaling, and herd imitation depend on. Its distinctive lever is what people are allowed to see: it does not measure behavior, punish it, or reward it, and it does not change the choices on offer; it changes the visibility of who is doing what, so that the only path left to a good outcome is to have genuine merit. The rule's whole efficacy rests on the blind actually holding, which is why it is paired with an openly explained procedure that everyone can trust even though the specifics are concealed.
Example¶
A symphony orchestra keeps hiring musicians who look and sound like the people already in the section, and complaints of favoritism mount. The old audition let the committee see each candidate walk out, greet them, and know their teacher and pedigree — all of it strategic signal, none of it the sound. The redesign is a blind audition: candidates play behind a screen, walk on a carpet so footsteps don't reveal gender, and are known only by number. The committee now hears the playing and nothing else. A well-connected candidate can no longer trade on a famous teacher, and a committee member can no longer favor a former student, because neither can be identified.[n1]
The point is not secrecy for its own sake — the procedure is published and explained, so applicants and the public understand exactly how impartiality is enforced even though identities are masked during judging. What changes is the incentive: cultivating the right connections or projecting the right image stops being a path to the chair, and preparing the audition itself becomes the only thing that pays.
How it works¶
- Identify the leaky channel. Map what each party currently sees that lets the decision be swayed — names, faces, institutional prestige, prior scores, or the choices of others.
- Mask or randomize that channel. Hide the identifying information (single- or double-blind) or randomize assignments so ties to the evaluator can't be exploited, leaving only the merit-relevant signal visible.
- Guard the leaks. Anticipate the tells that survive masking — a distinctive style, a self-citation, metadata — and close them, because a blind that leaks is worse than none for the false confidence it breeds.
- Explain the procedure openly. Publish how the blinding works so the concealment reads as fairness rather than opacity; the mechanics are transparent even though the identities are not.
Tuning parameters¶
- Blinding depth — single-blind, double-blind, or fully anonymized. Deeper blinding kills more favoritism but strips context that can be legitimately useful and costs more to administer.
- What is masked — identity, affiliation, prior results, or peers' choices. Mask the dimension that actually carries the strategic pull; masking the wrong one is theater.
- Randomization scope — which assignments are randomized and how tightly. Broad randomization severs collusion ties but can pair reviewers poorly with what they're competent to judge.
- Leak tolerance — how much effort goes into closing residual tells. Aggressive de-identification protects the blind but can drain the submission of needed substance.
- Procedural transparency — how fully the blinding method is disclosed. Full disclosure builds trust but can teach participants how to slip identifying signals through.
When it helps, and when it misleads¶
Its strength is that it defeats a whole family of games at once — favoritism, name-dropping, impression management, and imitation all lose their grip the moment the information they run on is gone — and it does so without any monitoring or punishment, simply by shaping visibility. It is often the fairest-feeling mechanism in the family because it constrains the evaluator rather than policing the participant.
Its failure mode is the leaky blind: a review that is nominally anonymous but riddled with tells gives everyone the comfort of impartiality while the old favoritism proceeds underneath, which is more dangerous than open judging because no one is watching for bias. Blinding can also destroy information that legitimately belongs in a decision, and randomization can misallocate review to those least able to judge it. The discipline is to verify that the blind actually holds — to hunt for the surviving signals — and to blind only the channels that carry strategic pull, not the ones that carry genuine merit.
How it implements the components¶

It attaches no consequences and runs no stress test: it does not implement penalty_or_reward_rule (that is Audit and Penalty System) and, unlike its nearest information-handling twin Mechanism Design Protocol, it does not run a strategic_response_test over the whole rule — the protocol designs and red-teams the rule environment, whereas this rule simply controls visibility inside an existing evaluation.
